SCOPE:
This role will have significant leadership accountability during the construction, pre-commissioning and turnover phases of the facilities to Bitumen Production (BP) Operations and Maintenance teams. 

Reporting to the Manager, Sustaining Capital Projects, the Construction Coordinator - Sustaining Capital Projects
• Coordinates the field construction, installation, testing and commissioning of all above and below ground work performed by selected and approved Contractors
• Ensures that all work is performed in accordance with the approved drawings, specifications, standards, procedures and contract documentation
• Ensures the work is in compliance with all Health & Safety standards
• Ensures projects are in compliance with cost and construction schedules. 

KEY AREA OF CONTRIBUTION:
• This role will be exposed to a variety of projects including civil, mechanical and electrical.
• Being the primary Interface with Horizon stakeholders and the assigned construction contractor(s) for the safe and successful construction and/or installation of capital equipment on time and within budget for the Bitumen Production facilities.
• Participate in constructability reviews of engineering designs and the construction schedules (execution plans) prepared by the contractor(s) to ensure that their proposed methods of installation are:
o Economical and practical
o Compatible with the design concepts and intentions.
o Comply with all Health Safety requirements It is the Construction Coordinator's responsibility to ensure the contractor provides appropriate construction execution plans, Safe Work Plans and Inspection Test Plans

KEY ACCOUNTABILITIES:
Monitoring, Reporting and Evaluating:
• Weekly progress review meetings with the contractors that are arranged and the Horizon Contract Administrator
• Construction projects from start to finish according to schedule, specifications and budget
• Construction and maintenance schedules and milestones and monitor progress against established schedules
• Quality control programs

MAIN DUTIES & RESPONSIBILITIES:
• Knowledge of local area practices, as well as the contractors and Horizon's job site HSE policies. 
• Assist the contractor and Horizon Planner/Schedulers in the development of detailed schedules for all phases of construction to obtain the most effective utilization of workforce resources, materials and equipment
• Participate and provide coordination, guidance and direction in the daily planning and scheduling of construction activities and assist in the coordination of work to minimize interference to or from other activities and contractors
• Coordinate the timely availability of materials, labor, and equipment
• Ensure timely approvals, decision making and responses for agreed upon action items, including Requests for Information (RFI), in areas of assigned responsibility
• Recommend and confirm the addition or release of contractor craft labor and supervisors, and/or construction equipment in conjunction with the Project Engineer
• Review of engineering support drawings and specifications issued to the field and report any ambiguities, interferences or errors to the appropriate Field Engineer
• Clarify manufacturer's instructions, vendor drawings and installation procedures required for the execution of the contractor's work
• Assist Contract Administration and Cost Control in confirming the contractor's monthly progress reports and billing by checking the installed quantities shown in the invoices of contractors and vendors
• Participate in the coordination of system turnover activities from the contractors

Additional Areas of "Hands-on" Involvement (day to day)
• Sign off contractor's daily materials, equipment and labor timesheets
• Review status of material to avoid shortages and ensure sufficient time to avoid disruptions of the project schedule
• Verify that the contractor maintains adequate quantities of pre-commissioning materials, spare parts, and testing equipment
• Assist Horizon QA and the contractors QC in identifying any special requirements that may be required during the preparation of test packages
• Maintain log of items of relevance in settling contractual disputes that arise during the course of construction, pre-commissioning and turnover

QUALIFICATIONS FOR THE POSITION:
Education & Experience:
• Minimum of five (5) years of experience in a coordination role related to the construction of oil sands bitumen production facilities.
• Ten (10) years total experience as a coordinator for the construction of oil refinery, upgrading, power plants or similar industrial facilities. 
• The ideal candidate for this role must possess excellent leadership and interpersonal skills, and demonstrate strong oral and written communication abilities. 
• Have an above average working knowledge of current industry, construction procedures and standards.
• Demonstrate practical knowledge of multi-discipline operation and supervisory functions related to construction field activities.
• Hands-on knowledge of bitumen production in the oil sands industry is an asset.

Personal Qualities:
• The ability to formulate a working relationship with other departments and contractors is a must along with good computer skills.
• Good problem solving skills allow you to consider the details and complexities of issues while still driving for planned results.
• You are safety conscious, highly motivated, self managed, confident of your abilities, and get things done right the first time.

• Comply with all Health and Safety Requirements established by Canadian Natural Resources Limited
• Know and comply with all regulations and legislative requirements of the Occupational Health and Safety Act for the Province of Alberta and environmental standards
• Follow safe work procedures and ensure all personnel comply;
• Report any injury or illness immediately;
• Report unsafe acts and conditions;
• Ensure Personal Protective Equipment (PPE) is available and is worn where and when required.
