Contracts Administrator - Vendor Representative
St.John, Newfoundland
Responsibilities:
??? Develop, issue, and administer construction support subcontracts;
??? Validate subcontractor payment requests, including, but not limited to, time sheets, travel and business expenses, overtime, currency conversions, etc.;
??? Assist subcontractors with correction of non-conforming payment requests;
??? Work with Client site team to coordinate the mobilization of multiple subcontractors; and,
??? Maintain subcontract files in accordance with Company procedures.
??? Comply with Company and Project contracting policies and procedures and act within limits of delegated authority.
??? Work with engineering, planning, project controls, construction, HSE and quality to ensure contractors deliver specified services on-time.
??? Identify, develop and propose sources, solicit contractors, receive tenders, proposals and associated submissions. Review submissions and evaluate accordingly. Undertake negotiation of contracts, including terms & conditions and pricing and delivery, monitor contractors' performance, measure work in progress and propose and negotiate changes to enhance contractors' support to the project.
??? Ensure contractor's documentation, including proposal securities, insurance, bonds and performance securities are received in accordance with the contract and are safely stored.
??? Ensure contractor documentation, including work specification products due in the initial contract stages which set the parameters of the contractor's performance of requirements, are received, reviewed and approved and implemented or revised and approved to meet the contract, as appropriate.
??? Monitor contractor's performance, approve invoices with proper supporting documentation, conduct change negotiations, manage and negotiate claims, maintain contract files, closeout contract when completion has occurred and provide surviving documentation to responsible parties.
Requirements:
??? BA/BS in related field or applicable discipline preferred, or equivalent years experience.
??? Thorough knowledge of applicable theories, practices, and accepted procedures.
??? Generally 4-7 years of experience.
??? Possesses and is recognized as an expert within area of focus. Uses best practices to solve functional issues and improve programs and/or processes in support of organizational business challenges.
??? Participates in plan implementation. Independently works through individual projects and/or plays key role in broader projects.
??? Relies on systemic thinking and understanding of broader organizational implications of the work being performed to solve problems.
??? Advanced proficiency with applicable software applications in related field.
??? Advanced analytical and problem solving skills.
??? Accuracy and attention to detail critical.
??? Ability to meet deadlines and manage priorities is critical.
??? Strong written and verbal communication skills in English are critical.
??? Usually able to explain why things are done they way they are within a broader organizational context.
??? Proficiently communicate ideas and concepts, developing the ability to persuade and influence others as needed.
??? Commitment to customer service and ability to work in a team-oriented environment. Ability to maintain confidential information is critical.
??? Generally characterized as a "Independent Contributor" with ability to discover issues and recommend solutions to business problems uncovered during course of performing assignments. Able to work independently on the more varied and complex tasks and/or functional leadership without direct supervision as needed. Provides expertise and guidance to less experienced individuals.
??? Typically will regularly interface with departmental staff, middle and upper management, and frequently with outside customers.

??? The position reports to the Manager, Procurement.
