The Team Leader ¿ Quality Control (Retail Lending Compliance) leads a team of employees who are responsible for implementing the Retail Lending Compliance group¿s quality control program. This position oversees and actively participates in quality reviews that assess the compliance of the Retail Lending group, and validates the Retail Lending processes and procedures that support applicable regulatory requirements. This position develops quality review processes and tools, utilizing expertise on current regulatory requirements. This position also oversees the compilation and reporting of quality review findings. The Team Leader ¿ Quality Control recommends corrective actions and collaborates with Bank management and Compliance Advisors to determine most appropriate course of action.

Quality Control Review Process (35%)
¿ Maintain current knowledge of all new regulatory developments which are applicable to Retail Lending operations. Determine the impact of proposed or actual changes to regulations upon current processes and procedures.
¿ Lead the development of regulatory compliance file review monitoring and testing processes and procedures, to address regulations such as:
o Truth-in-Lending Act ¿ Regulation Z
o Real Estate Settlement Procedures Act ¿ Hud Regulation X
o Equal Credit Opportunity Act
o Fair Housing Act
o Fair Credit Reporting Act
o Flood Insurance Regulations
o Appraisal Regulations
o Loans to Insiders Regulations ¿ Regulation O
o Anti-Money Laundering/Bank Secrecy Act
o USA Patriot/Customer Identification Program Requirements
o Safe Act
o Graham Leach Bliley Act and Privacy Regulations
¿ Revise checklists and tools used for quality reviews to ensure that they reflect most current information and regulations.
¿ Assign file review responsibilities among team members based on difficulty of task and knowledge and skill level of team member.

Compliance Findings and Reporting (15%)
¿ Perform complex reviews of loan origination files to assess quality, accuracy and compliance with applicable regulatory standards.
¿ Provide guidance to Quality Control team members regarding file reviews. Serve as a resource to resolve questions regarding the review process and potential issues. Ensure that file reviews are conducted according to specified guidelines on a timely basis.
¿ Oversee the compilation and review of detailed management reports and documentation. Maintain accountability for the completeness and accuracy of quality review reports.

Corrective Action (10%)
¿ Review quality review reports to identify compliance errors, as well as trends of non-compliance within specific areas.
¿ Analyze alternatives for addressing quality review findings. Recommend specific changes in processes and procedures to prevent further occurrences of non-compliance.
¿ Serve as a Subject Matter Expert and provide technical regulatory expertise and consultation in corrective action discussions with affected Retail Lending areas. Revise current procedures to prevent further instances of non-compliance.

Compliance Collaboration (5%)
¿ Serve as a liaison with Compliance Advisors and other Retail Lending Operations staff to ensure a cross-business, consistent approach to compliance.
¿ Work collaboratively with Compliance Advisors to successfully implement any procedural changes resulting from quality review findings. Proactively collect feedback to assess effectiveness of proposed changes.

Development of High-Performing Team (10%)
¿ Recruit, lead, manage and develop a diverse team of Quality Control ¿ Retail Lending Compliance employees using effective training, performance assessment and coaching techniques.
¿ Provide planning, leadership and direction to Quality Contr ol ¿ Retail Lending Compliance employees in order to align tasks and assignments with Retail Lending goals and objectives.
¿ Provide leadership and oversight in the recruitment, selection, retention, rewarding and development of Quality Control ¿ Retail Lending Compliance employees.
¿ Ensure fair administration of Human Resources policies and procedures.
¿ Apply the Bank's performance management system to subordinates, including establishing goals and objectives, assessing skills and knowledge gaps, allocating resources to achieve objectives and close gaps, and assessing personal effectiveness.
¿ Grow capabilities of assigned staff by providing coaching and guidance to develop, implement and monitor individual career and/or development plans.
¿ Bachelor¿s Degree or equivalent relevant work experience
¿ 5 years bank processing (i.e., Back Office) experience
¿ 2 ¿ 3 years Bank regulatory compliance experience
¿ General knowledge of BMO Harris Bank and its affiliated banks
¿ Detail-oriented
¿ Strong written and oral communication skills
¿ Strong analytical skills
¿ Ability to prioritize work and simultaneously work on multiple projects
¿ Knowledge of loan origination systems as well as other software/systems used by the Bank and Retail Lending
