Senior Specialist Pipeline Construction Engineer (#241736)

Our Edmonton Client is in need of a Senior Specialist Pipeline Construction Engineer to work out of their Edmonton office.

In this position you will provide engineering expertise in support of pipeline project planning and development, constructability inputs to conceptual and detailed design, as well as course of construction strategies and issues. The scope of practice is focused on the safe, `least total installed cost and fit for purpose' design and construction of transportation and gathering pipelines for Liquids Pipelines in Canada. The role also provides strategic planning and leadership in regards to construction innovation, new technologies and best practices, emerging construction aspects of code, regulatory and internal standards.

Responsibilities:
-Provide technical interpretation, change management and governance over Liquid pipeline construction specifications, standards and inspection practices. This includes all minimum typical attachments to standard formal contract documents such as unit price item typical drawings, welding specification, coating specification, HDD specification, caliper pigging and hydro-test spec, etc.; in some cases subtly different to suit the various standard forms of contract.
-Lead and assist with strategies and practices which engineer safety and prudent environmental practices into pipeline construction IFB packages including contract specifications such as typical drawings and detailed minimum best practices or procedures.
-Provide effective technical support to Construction Managers, Assistant CMs and their field team such as Spread Engineers, Materials and Survey Coordinators and Chief Inspectors.
-As requested by BDE or Project Teams assist with the critical review of caliper pigging, hydro test and drain-up/line-fill plans and procedures for new pipelines.
-Identify opportunities for and contribute to technical investigations and trials related to new construction technologies, construction equipment, procedures and innovative contractual terms.
-Lead and assist with a wide variety of technical work focused on the least total installed cost of projects, while assuring safety, environmental, regulatory and stakeholder objectives are met.
-Assist with the development and maintenance of standard construction contract specifications, including easement and TWS standards, pipe handling and stockpiling specs, bending procedures, etc.
-Review and assure there are no contradictions between technical requirements and linked commercial aspects of contracts for construction, NDT, surveying, logging/clearing, re-vegetation, etc.
-On occasion develop and/or review trenchless crossing strategies, HDD plans, drilling procedures, ITPs, environmental and geotechnical advice and associated engineered construction packages.
-Participate in industry committees, technical organizations, conferences and forums related to the design and construction of pipelines.
-Provide mentoring and training for staff and consultant resources.

Qualifications:
- Minimum of 7 and preferably more than 15 years' experience in the design and construction of pipelines, with some training and practice of project management being desirable.
-Registration as a professional engineer in Canada, preferably with APEGGA in Alberta is required.
-Tangible experience as a resident construction spread engineer is very desirable along with a personal conviction and commitment to the safety and environmental priorities.
-Knowledge of liquids pipelines hydraulics, related pressure control and energy management technologies such as PCVs and pressure relief systems will be required.
-Proven ability to responsively and competently solve technical challenges and problems, while effectively leveraging available resources is necessary.
-A technical and working knowledge of design and construction codes, standards and regulations such as CSA Z662, API-650, ERCB, NEB, CEAA and OH&S is required.
-Highly effective teamwork and interpersonal skills with proven ability to work with diverse groups and individuals (project team, land owners, first nations, regulatory reps, contractor management, etc.) and ability to work in a demanding central services environment are necessary.
-Proven planning, organization and negotiating skills, supplemented with a practical aptitude and personal commitment to continuous learning are necessary.
-Excellent oral and written communications skills, including good spelling and grammar are essential for this position.
-Formal training and experience with construction contract law would be an asset, and will be required.
