Site - Contracts Admin Management (#222566)Project Contracts Manager:
RESPONSIBILITIES:
. Develops and implements the (sub)contracting strategy for the assigned project or area, including the development and translation of the (sub)contracting execution approach into a specific working (sub)contracting plan
. Assists the designated manager in the development of the (sub)contracts section of the Project Execution Plan and represents (sub)contracts in operational and/or project reviews and audits
. Maintains a working relationship with Construction, Engineering, Procurement, and Legal and Risk Management to facilitate organizational interfaces between those involved in (sub)contract management
. Reviews prime contract between client and makes recommendations to Legal to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master (sub)contracts forms
. Develops project (sub)contracts operating procedures, consistent with Corporate Policies, Procedures and Instructions for inclusion into the project (sub)contract procedures
. Develops, monitors, and maintains project master contract forms, including legal and commercial terms and conditions to be included in project (sub)contracting documents
. Develops and implements project (sub)contract Management Procedures
. Develops work-hour estimates for the (sub)contracts function. Monitors project work and the expenditure of work-hours within approved budgets
. Provides Project Management with reviews and analysis of the (sub)contract financial data and status reports on project contracting deliverables
. Assists Corporate Contracts Manager with interviewing applicants and makes recommendations regarding the selection and compensation of new hire (sub)Contracts personnel
. Indoctrinates all newly assigned Contracts personnel to the requirements and procedures of the project and client
. Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives
. Conducts personnel annual reviews and recommends to the Corporate Contracts Manager salary actions, classification changes, terminations, and transfers
. Coordinates necessary Project and Corporate approvals required to deviate from Project approved contract terms and conditions
. Develops and manages procedures to recognize and identify (sub)contract claims as they develop and manage the timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as appropriate
. Reviews and approves proposed negotiating plans developed by subordinate personnel in the commitment and resolution of commercial conditions of (sub)contracts, and participates in direct negotiation(s) when required
. Ensures that project contracting of goods and services is consistent with all applicable Directives, Management Instructions and (sub)contracts Procedures and that such requirements have been implemented in the assigned area or project (Sub)contract operations
MINIMUM QUALIFICATIONS:
. High school graduate
. Relevant university or college degree is preferred
. Specialized courses or experience in pricing, contract law, negotiations, business administration, and risk management
SKILL & EXPERIENCE:
. Skilled in working with and communicating effectively (written and oral) with counterparts and supervisors of other project functional groups, primarily Engineering, Construction, Project Controls, and Project Management
. Skilled in working with and managing client expectations
. Skilled in working effectively with subcontractors
. Fifteen (15)+ years of progressive relevant industry experience, including supervisory/management experience
