Cancer Care Ontario (CCO) is seeking to recruit Clinical Experts in the fields of cancer imaging, radiation, surgery, and systemic treatment for the Out-of-Country Program. Physicians participating in the program will make up a multi-disciplinary roster of reviewers representing various specialties treating oncologic diseases. By participating in the program you will have a unique opportunity to play a significant role in advising the Ministry of Health and Long-Term Care (MOHLTC) on the clinical appropriateness and alignment to regulatory requirements for funding, of cancer services requested through the Out-of-Country (OOC) Prior Approval Program. Your contributions to the review process will help strengthen system planning and appropriate and cost-effective utilization of cancer services in Ontario.




The MOHLTC administers an OOC Prior Approval Program in accordance with Regulation 552 of the Ontario Health Insurance Act, to ensure that Ontario residents have access to OHIP funding for medically necessary health services that are either not performed in Ontario, or are performed in Ontario but cannot be obtained without a medically significant delay. To be considered for OHIP funding under this program, a Prior Approval Application must be submitted by the patient's Ontario physician to the MOHLTC, and written notification of ministry approval must be obtained before the OOC service(s) are rendered. 


In April 2014, CCO will implement a program to support the MOHLTC in evaluating applications to the OOC Prior Approval Program for cancer services.  Each cancer service application will be reviewed against specific eligibility criteria. While CCO will manage the process of reviewing applications with the assistance of Clinical Experts, the final decision for funding will be made by the General Manger of OHIP.




As a Clinical Expert you will evaluate cancer service applications based on your disease site and/or specialty expertise. Your time spent reviewing and responding to applications will be compensated. The role is not time-consuming or intensive but does require a rapid turnaround as it is focused on helping those with urgent treatment needs.  The primary responsibilities for this role include the following:

·            Upon notification, inform CCO within one business day if you can review an application, within the target time frame.

·            Assess applications in accordance with the Out-of-Country Prior Approval Program regulations and policies

·            Provide a written recommendation for the application - normally within two to four (2-4)  business days

·            As requested, provide your clinical expertise to advise on program processes and policies


Each OOC application review is anticipated to take from one to a few hours to complete, and reviewers will be compensated for actual time spent. The volume of applications that each Clinical Expert will receive will depend on the number of reviewers per disease site and specialty, and the number and type of applications received. 



  • Registered and member in good standing with the College of Physicians & Surgeons of Ontario
  • A minimum of 5 years in active oncology practice with tumor site expertise
  • An FRCPC or FRCSC designation if applicable, in a specialty e.g., Radiation Oncology, Medical Oncology, Surgical Oncology, Radiology, Interventional Radiology, Hematology
  • Excellent written communication skills
  • Strong assessment /evaluation skills; prior experience in critical appraisal, reviewing clinical practice guidelines, educational materials, or journal submissions
  • Supportive of evidence-based medicine practice
