Job Description

Director, Capital Planning and Delivery

$135,345 - $159,158 annually

Position Purpose
Reporting to the Commissioner, Environmental Services, is responsible for the overall management of the Branch engaged in the delivery of water, wastewater and solid waste capital projects, engineering (class environmental assessments, individual environmental assessments, preliminary and detail design) and construction activities.

  • Successful completion of a University Degree in Civil Engineering.
  • Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers Ontario.
  • Minimum ten (10) years demonstrated experience (inclusive of E.I.T. experience) in engineering or construction of municipal facilities, such as water, wastewater and solid waste facilities, including significant direct senior managerial experience in program, engineering, scheduling, financial, budget administration and human resource management.
  • Thorough knowledge of the planning, design and construction processes for water, wastewater and solid waste capital projects.
  • Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
  • Demonstrated political acumen and ability to negotiate/mediate, facilitate and present information to a varied audience.
  • Demonstrated knowledge of applicable legislation, municipal and Regional government organization and structure, industry standards, issues and communities served.
  • Demonstrated knowledge and application of financial operating and capital budgets and business planning processes.
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.
  • Knowledge and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, accountability and flexibility/adaptability.
  • Computer literacy utilizing MS Office software applications.
