Salary $104,819 - $123,294 annually
Position Title Manager, Infrastructure and Business Management
Position Purpose Reporting to the Director, Strategy and Business Planning, is responsible for managing the development and implementation of the Department's Asset Management plans, strategy, goals and objectives to optimize the life cycle effectiveness of assets, in consultation with senior management; developing, implementing and facilitating asset management practices across Departmental Branches; managing the development and evaluation of the Branch's Continuous Quality Improvement programs, in accordance with policy goals and objectives; managing special projects; managing the Departments technology strategy, plans, projects and system support, in collaboration with Department staff and ITS Branch; and leading the energy management program for the Department, in collaboration with Property Services.
Successful completion of a University Degree in Engineering, Information Technology or related program or approved equivalent combination of education and experience.
Minimum five (5) years significant direct management experience in strategic planning, project management, advancing asset management portfolios and programs, including program, financial, budget administration, complex business processes and human resource development.
Demonstrated experience in large, complex and multi-faceted projects and agreements.
Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize both quality and cost-effectiveness of services.
Knowledge of water and wastewater treatment, collection and distribution system management and operations techniques, and hydraulic systems including pumping, piping, valves, etc.; knowledge of waste management processing infrastructure.
Demonstrated knowledge of relevant regulations, guidelines, procedures, standards and legislation.
Knowledge of and demonstrated ability in corporate core competencies including customer services, communication, teamwork, initiative/self-management, accountability, and flexibility/adaptability.
Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
Excellent interpersonal skills combined with the ability to deal with a spectrum of internal and external clients, focusing on fostering cooperative and collaborative working relationships and working effectively as a team leader in a team environment.
Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
Computer literacy utilizing MS Office applications and knowledge of asset management applications.
Demonstrated political acumen and ability to negotiate, mediate, facilitate and present information to a varied audience.
Ability to work outside regular business hours, as required.
