Job Description

District Manager, Roads Maintenance

$102,618 - $120,727 annually

Position Purpose
Reporting to the Manager, Roads Maintenance, is responsible for managing, planning, budgeting and scheduling, through external and internal resources, a roads maintenance program for the Regional road network contained within the service area of an assigned Patrol District; assisting the Manager in strategic planning and quality assurance activities; responding to inquiries and complaints from public, elected officials, contractors, etc.; deploying resources to address identified road maintenance problems; developing contracts, tenders and specifications; reviewing road maintenance aspects for development applications; and managing inspections for internal and external contract compliance.

  • Successful completion of a University Degree in Civil Engineering or Business Administration or related field or approved equivalent combination of education and experience.
  • Minimum three (3) years experience in roads maintenance, roads engineering or roads operations environments with responsibilities for planning, operating procedures, technical analysis, project management and demonstrated supervisory or leadership experience.
  • Understanding of business development, information systems and organization.
  • Knowledge of budget preparation and financial management of operational programs/projects.
  • Knowledge of Road Asset Management best practices concepts, risk management, business processes and strategic maintenance management concepts and techniques.
  • Valid Ontario Class "G" driver's licence, free of serious offences under the Highway Traffic Act.
  • Knowledge to interpret Engineering road related drawings, development proposals and plans.
  • Demonstrated knowledge of relevant Standards, Acts, Regulations and roads maintenance services.
  • Understanding of KPI's and their application to roads maintenance activities.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, accountability, and flexibility/adaptability.
  • Management competencies including results/achievement, HR and financial management, leadership, business planning, decision making/judgment, representation, professionalism and job knowledge.
  • Computer literacy utilizing MS Office software applications.
  • Demonstrated project management skills to lead a project work group, organize numerous tasks, set priorities and meet deadlines.
  • Excellent interpersonal and communication skills to respond to enquiries and complaints and reach agreement with contractors, elected officials, public, Regional staff and other stakeholders.
  • Contemporary staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
  • Ability to work outside regular business hours, as required.
  • Ability to work on rotating shifts to provide stand-by response, as required.
