Our government agency client in the health care sector is seeking a Project Manager for a 12 month contract. The successful candidate will be responsible working with a comprehensive strategy to deliver key infrastructure components that are fundamental to the on-going operations of the Electronic Health Record (EHR)

Role and Responsibilities

  • Management of integrated Quality Assurance (QA)/Quality Control (QC) activities across all Cornerstone Information System (CIS) projects, including Defect Management, Release Management, Vendor Management, and Quality Assurance (QA)/Quality Control (QC) resources;
  • Develop and execute on an Integrated Project Plan, which aligns with organizations/project goals and includes integration with health information systems at external stakeholder sites;
  • Participate in business requirements, and system and architectural design, and QA Plan walkthroughs. Analyze specific changes and review impact on the approach to planning;
  • Provide projects with clear direction as it relates to overlapping statements of work or project change requests as they relate to Quality Control (QC) activities;
  • Act as a single-point-of-contact between Cornerstone Information System (CIS) and the various application development programs. This includes ensuring bi-lateral access to appropriate subject matter experts;
  • Ensure that the CIS functional and non-functional requirements across all components of each application development program are properly defined and gaps are identified;
  • Ensure that technical and business solutions for all identified gaps are designed, developed, tested and implemented within the time requirements of each application development program;
  • Utilize the enterprise project server to implement and maintain integrated Microsoft Project schedules across all supporting projects;
  • Implement and manage an appropriate governance structure to ensure that all CIS dates and deliverables in support of each application development program are managed;
  • Identify and manage the mitigation of any risks or issues in a timely manner to ensure program success;
  • Ensure that all programs and projects utilize and adhere to the Cornerstone Services reporting and formal governance requirements;
  • Coordinate and manage preparation of re-usable integrated test data specific to each system;
  • Manage set-up of integrated test environments to support system changes; manage preparation of re-usable automated test scripts;
  • Support the testing efforts of various project teams, end-users, and stakeholders, as required;
  • Provide weekly status updates to the Program Director and senior eHealth Ontario Executives;
  • Follow Agency Change Management and other management control processes, guidelines, and best practices;
Qualifications and Experience

  • Demonstrated (10+ years) experience managing large, complex system integration projects using well-defined and proven methodologies and approaches;
  • 7+ years experience with strong working knowledge of the full Program/Project Management LifeCycle (PLC), Project Management Body of Knowledge PMBOK based, as well as Software Development LifeCycle (SDLC);
  • Knowledge of Relational Database Systems;
  • Knowledge of IT systems and technical requirements
  • Demonstrate extensive experience with outcome-based facilitation leadership;
  • Demonstrated experience presenting g and communicating with senior executives and government officials;
  • Demonstrated knowledge of clinical systems and healthcare terminology;
  • Demonstrate excellent conflict resolution and negotiation skills;
  • Demonstrated ability to build and maintain productive working relationships with internal and external stakeholders;
  • Demonstrated ability to manage cross-functional project teams in a matrix environment, and the ability to work in a highly matrix environment;
  • Demonstrated knowledge or experience of the health sector and/or Government is an asset;
  • Demonstrated knowledge of Enterprise Master Patient Index (EMPI) technology and integration processes;
  • Demonstrated experience with managing EMPI integrations with clinical systems.
  • Knowledge and experience working with the development of business models, processes, policies, and procedures;
  • Strong presentation and facilitation skills with experience in consultations with multiple stakeholders and interest groups;
  • Experience working with stakeholders in the healthcare industry;
  • Conceptual and critical thinking skills with the ability to apply theoretical knowledge to seek practical solutions to complex problems;
  • Demonstrated ability to initiate, plan, and execute key activities in complex project setting;
  • Well-developed consulting skills to gather information, achieve consensus, and deliver quality solutions;
  • Ability to identify issues and assess Change Management issues related to people and organizations
  • Previous experience working on projects within the public sector;
  • Extensive knowledge and experience with privacy and security requirements in healthcare, and the applicable privacy legislation, including OntarioĆ¢?Ts health privacy act, Personal Health Information Protection Act (PHIPA);
  • Extensive knowledge of healthcare systems and Consent Management in Ontario and/or other jurisdictions
