We are looking for a construction inspector who has a strong civil background in underground utility infrastructure construction projects, and most importantly algins with our team core values (Safety, Wellbeing, Respect, Quality, Collaborate, Growth Mindset).
This position is based in the Lower Mainland and is responsible for a portfolio of civil construction projects owned by our Power Utility client. There are a number of on-going capital and maintenance projects of varying size.

Responsibilities:
- Inspection of existing structures and related civil work during project planning
- Provide feedback regarding the constructability of proposed design prior to design completion
- Hold pre-construction meeting to review the design drawings, Client standards/specification as well as inspection witness and hold points with the civil constructor
- Inspection of installed structures and related civil work through all stages of construction and/or repair to ensure the work is completed in compliance with Client Standards, designs, specifications, and quality requirements
- Act as field delegate of the Client's Designer and/or Professional Engineer, perform the Distribution Engineering Underground Civil Construction Field Review Requirements, unless directed otherwise by the Professional Engineer, and communicate/coordinate field related design issues with the Designer/Engineer
- Provide civil inspection reports reflecting compliance of the work to design drawings and Client standards
- All communication and direction to the civil constructor about nonconforming work must be identified and disclosed in writing while on site at the time of the Field Review. Civil Inspection report shall be completed and submitted no later than three working days from the inspection via the Client's QA Mobile Inspection App. Reports typically include Pre-Job Meeting Guide, Daily Inspection Report, Non-Standard Report, Photos, Marked Drawings, Civil Completion Certificate, and may include reviewing completion of Spatial Asset Management (SAM) records.
What we are looking for:
- Diploma of technology in Civil Engineering and 4 years experience performing related technical and inspection work or 7 years equivalent combination of training and experience
- May be eligible to be registered with ASTTBC as an Applied Science Technologist or ASTT Certified Public Works Inspector
- Experience working with professional engineers as their delegate and understanding the requirements of EGBC compliant field review reporting and record keeping
- Experience working with contractors and project managers to address construction deficiencies, coordinating site related civil construction issues, and have knowledge of construction worker engagement and coordination practices
- Experience performing field reviews for civil construction in Canada
- Experience working in construction environment of underground municipal or underground utility infrastructure
- Experience working in proximity to other utilities (gas, electric, communications, water, sewer, storm, etc)
- Thorough understanding of civil engineering drawings (civil/geotechnical/structural) and comprehension of the requirements for the intended purpose and application
- Able to read and interpret all types of construction drawings (including electrical and other utility drawings) and interpret the information with respect to site condition impact to design/construction drawings
- Prior to commencement of work, successful completion of Client's Power System Safety Protection (PSSP) Category 2 & 3, Distribution Component Training (DBC)
- Class 5 driver’s license
- Proficient with MS Office software and Adobe, working knowledge of AutoCAD and Client’s Spatial Asset Management (SAM) and Distribution Analysis and Design (DAD) programs is an asset
- Understanding of requirements and ability to convey information needed for as-constructed mark-ups for drafters to create appropriate record drawings is an asset
- Understanding of relevant design codes, standards, and guidelines such as MMCD, municipal requirements, AASHTO, NBCC and CSA standards, MOTI Utilities manual, NEB requirements, and civil construction practices for utilities in BC is an asset
- Familiarity with various measurement scales, cable locator, and pin finder is an asset
- Familiarity with surveying basics (be able to speak to surveyor, understand terminology and equipment, read, and interpret survey data) is an asset
- Awareness of municipal and provincial permitting process is an asset
- Awareness of WorkSafeBC requirements and Client's Safety Practice Regulations is an asset
- Awareness of environmental requirements is an asset
- Awareness of construction equipment commonly used in BC is an asset
- Awareness of working safely around high voltage (>600 volt) electrical plant is an asset
