Job summary

Resumes are being accepted for the position of Community Emergency Management Coordinator, within the Corporate and Community Safety Division of the Operations department. Reporting to the Manager of Corporate and Community Safety, will be responsible for assisting with the coordination and implementation of the City’s emergency management and business continuity programs. Perform skilled technical and administrative functions while working independently and with cross-divisional and multi-sector project teams. This position will assist with planning, coordinating, developing and promoting the emergency management and business continuity programs. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.

Hours of work

35 hours per week, typically Monday to Friday 8:30 am to 4:30 pm. Some flexibility will be required to respond to after hour emergencies.

Duties
Coordinate the implementation of the City’s community emergency management and business continuity programs including updates and resource materials as needed.
Act as the City’s Community Emergency Management Coordinator (CEMC) per legislative requirements.
Responsible to ensure the City of Guelph and its Emergency Operations Control Group (EOCG) are in a continuous state of readiness in the event of a municipal emergency through ongoing planning, training, exercise, testing, and awareness initiatives.
Project management responsibilities associated with supporting and/or facilitating cross-divisional and multi-sector planning teams to develop business continuity initiatives for the City of Guelph and any strategic or operational partners as required
Work collaboratively with service areas to identify acceptable recovery time periods, and establish resources required for the successful resumption of services in the event of a significant disruption.
Coordinate and lead the corporate flood response.
Develop and facilitate sessions for service areas in the development of business continuity and continuity of operations plans, and assist as needed to implement those plans.
Provide subject matter expertise to service areas in the planning for community emergency management, and where appropriate with community partners.
Design and implement the approved community emergency management plan including required public education for prevention, preparedness, mitigation, response and recovery.
Performs other duties as assigned
Qualifications
Considerable experience related to the duties listed above, normally acquired through the completion of a Two year College Diploma in Emergency Management and experience in developing and delivering community emergency management and/or business continuity initiatives, Or a Master of Arts from a Canadian University in Emergency Management related discipline. Candidates with an equivalent combination of education and experience may be considered.
Strong analytical and organizational skills with the ability to manage multiple assignments in order to meet deadlines in a very demanding service focused environment
Excellent facilitation skills in order to conduct training and workshops.
Excellent customer service skills with the ability to resolve inquiries/complaints in an effective manner.
Excellent communications skills (both oral and written) with the ability to influence and communicate with all levels of staff, stakeholders and the general public
Advanced skills in Microsoft Office (Word, Excel and PowerPoint)
Experience in Business Continuity and Business Impact Assessment are an asset.
Must possess a Class G licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
Rate

$75,634.49 to $94,543.11
