POSITION OVERVIEW:
The Senior Manager, Corporate Real Estate & Land Strategy is responsible for leading and overseeing the City’s real estate, land acquisition, and land management functions in support of corporate strategic objectives and long-term municipal planning. The position maintains a 15–20-year strategic outlook on land needs and opportunities; develops a portfolio of properties to support future civic projects; and provides guidance for capital planning, infrastructure delivery, and partnerships such as BC Housing and BC Builds.
The position strengthens corporate capacity in land management by establishing consistent frameworks, tools, and processes, and by ensuring coordinated approaches to property acquisition, disposition, leasing, conveyancing, rights-of-way, easements, and encroachments across all departments.
The Senior Manager provides expert negotiation and real estate advice to senior leadership and Council, ensuring that land decisions align with the City’s strategic, transportation, and capital plans. The role is also accountable for maintaining the City’s Land Inventory System, identifying surplus and strategic property opportunities, and developing policies that govern the acquisition, management, and disposal of municipal land assets as part of the City’s overall land strategy.
EDUCATION AND EXPERIENCE
- Bachelor’s degree in real estate, Urban Land Economics, Planning, Business Administration, Geography, or a related field.
- Significant experience in real estate, land acquisition, development, conveyancing, and property management.
- Experience in navigating government processes and multi‑interest holder environments. (public sector, municipal, or complex institutional environment is preferred.)
- AACI – Accredited Appraiser Canadian Institute (Appraisal Institute of Canada); or R.I. (B.C.) – Real Estate Institute of British Columbia.
- In-depth knowledge of real estate legislation, appraisal practices, land valuation methods, and property acquisition processes.
- Familiarity with the Community Charter, Land Title Act, Expropriation Act, and other relevant provincial statutes.
- Proficiency with land management systems, land registry tools, GIS platforms, appraisal software, and Microsoft Office applications.
- Ability to interpret land title records, legal survey plans, easements, covenants, and land-related legal documents.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to maintain both strategic and operational perspectives in managing complex land functions.
- Expert capability to lead complex, high-value negotiations and manage sensitive property transactions.
- Strong understanding of land valuation, acquisition, conveyance, leasing, and property law.
- Ability to navigate confidential, high-profile, or politically sensitive matters with sound judgment.
- Knowledge of valuation, appraisal, acquisition, development processes, and conveyancing.
- Proficiency in interpreting appraisals, market data, financial analyses, and land inventory information.
- Ability to engage effectively with internal departments, interest holders, property owners, and external agencies.
- Demonstrated ability to lead, coach, and develop staff in a multi-disciplinary management team.
- Strong written and verbal communication, including report writing and presenting to senior leadership and Council.
- Ability to manage simultaneous projects, timelines, and priorities in support of corporate initiatives and capital plans.
ADDITIONAL INFORMATION
- Driver’s License valid in the Province of British Columbia.
- This is a one (1) Year Temporaray Full-Time opportunity. We may shorten or extend based on operational needs.
