The CAO is a delegated administrative authority that supports condo living and enhances consumer protection by providing services and resources that reach all condo communities across Ontario. We are accountable to the government through and Administrative Agreement with the Minister of Public and Business Service Delivery and Procurement. The seven-member board of directors provide strategic guidance and oversight of the organization.

Purpose of Position
This is an exciting new position that has a unique dual role and is perfect for a self-starter who has most skills and is interested in expanding their career. The individual will report directly to the Chief Corporate and Public Affairs Officer while managing a broad range of corporate, governance and human resources activities that will enhance CAO’s position as an innovative and strategic organization that is also a great place to work.

Key Responsibilities
Corporate Initiatives & Governance Support
- Coordinates the development and implementation of CAO’s annual, strategic, business and operational plans.
- Monitors legislative changes and corporate accountability requirements including by coordinating the organization’s meeting of said requirements.
- Develops and implements corporate policy and accountability frameworks as it relates to the CAO and its legislated requirements.
- Identifies corporate and organizational policy gaps and develops and implements mitigation strategies to address issues.
- Supports senior leadership to respond to government requests, issues or concerns and make recommendations for issue resolution.
- Oversees correspondence with the Minister and Ministry of Public and Business Service Delivery and Procurement Reports on strategic and operational project statuses, outcomes and impacts to senior management.
- Supports effective CAO Board of Directors and CAO committees’ operations in collaboration with CAO staff and senior leaders.
- Develops and implements processes to manage governance workflows, work planning, approvals, and records management in accordance with industry best practices.
- Coordinates responses to board requests and creation of board reports and presentations while ensuring product quality.
- Leads special projects and initiatives, as required.
HR, People & Culture
- Leads the development and implementation of CAO’s HR, People & Culture Strategy.
- Ensures alignment with industry best practices and compliance with human resources legislation.
- Establishes engagement strategies and activities required to improve workforce productivity and performance with an eye to meeting CAO’s current and future needs.
- Promotes a culture which respects equity, inclusion, diversity and anti-racism and encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive work environment.
- Develops and implements a variety of people initiatives to ensure high performance of staff.
- Leads the annual employee engagement survey.
- Establishes systems and processes for reporting and analysis that enable senior management to make effective HR decisions.
- Manages CAO’s processes related to compensation, talent acquisition, retention, performance and development.
Qualifications, Skills & Requirements
Skills and Knowledge
- Strong organizational, time management and coordination skills
- Knowledge and understanding of human resource principles, best practices and relevant legislation.
- Knowledge and understanding of board governance principles, research, and issues management.
- Analytical and research skills for identifying emerging best practices.
- Project management abilities for undertaking projects on behalf of the CAO and the Board
- Strong written communication skills for creating and editing correspondence, reports, and presentations.
- Ability to work collaboratively in a team environment and build positive relationships with internal and external stakeholders
- Sound judgement and discretion in dealing with confidential and sensitive matters.
- Ability to manage various tasks including those requiring extensive work and coordination with senior management and board members with minimal supervision.
- High level of self-direction and initiative with proven ability to multi-task and manage competing priorities in a fast-paced environment
- Good communications and interpersonal skills to effectively work with a variety of internal and external contacts, and to handle sensitive and confidential information and situations
- High attention to detail, and high degree of accuracy, in preparing and proofing materials, establishing priorities and meeting deadlines
- People management skills with the ability to mentor and coach team members
Education and Experience
- Post-secondary diploma or degree in Public Administration, Business Administration, Human Resources or a related field, or appropriate combination of experience and education.
- A minimum of 5 years of progressive on-the-job experience performing similar duties preferably in a regulatory environment.
Additional Requirements
- CAO values in-person collaboration and we observe a hybrid working model and only those interested and comfortable in collaborating in person 3 days a week (Tuesdays, Wednesdays, and Thursdays) need apply.
