This posting is for 1 temporary, full-time position for up to 18 months
As an integral member of the management team, the Coordinator, Central Services provides strategic planning and central services for the delivery of transportation and agriculture programs and services. The position leads and coordinates diverse business support and administrative functions, including finance and business planning, operating and budgeting, fiscal management and reporting, procurement and contracts, OH&S and business continuity and provides strong leadership to identify improvements, implement change management strategies and work collaboratively with stakeholders.
Lead the financial planning processes through guidance and interpretation of strategic direction, translate priorities and strategies into deliverables and outcomes, coordinate and manage the operating and capital budgets in excess of $50 million, develop and present business cases, develop and analyze multi-year cash flows, manage reserve balances and grants, prepare variance reports, analyze financial information, and provide forecasting for growth and inflation
Lead the development of strategic planning, collaboratively manage inputs to ensure objectives and outcomes are sustainable, ensure resources are allocated, track activity, and ensure continued improvement
Manage and lead the Central Services branch staff involved in accounting, payroll, purchasing, contract administration, OH&S and customer service
Develop, manage and implement the business continuity plan for the department to ensure successful sustainability of essential services
Skills and Abilities
Extensive understanding of financial, business and strategic planning and reporting
Knowledge of public sector accounting board guidelines and generally accepted accounting principles
Excellent interpersonal, supervisory and leadership skills, with the ability to work collaboratively
Excellent verbal and written communication skills
Strong analysis and decision-making skills, combined with initiative and judgement
Proficiency in Microsoft Office suite and job-related software (Insight, Team Budget and JD Edwards, etc.)
Bachelor’s degree in Finance, Management, Business Administration, Public Administration or a related field
Professional designation in accounting or business (such as CMA or MBA)
A minimum of seven years progressively responsible and directly related experience in financial, business or strategic planning, preferably in public sector administration
Extensive supervisory and leadership experience, combined with leadership training
Municipal experience is considered an asset
