You will be responsible for the procurement of infrastructure, goods and services per the assigned section (capital and/or operating budgets). The incumbent is also responsible for all aspects of the section in the Procurement & Category Management Department, including long-term strategic planning and overseeing the day-to-day operation of its Category Management, Strategic Sourcing, tendering, purchasing, contract administration, sales and negotiating functions.
In addition, you will establish and implement a Category Management strategy and operational plans, in collaboration with other TTC leaders as appropriate while ensuring proper implementation of procurement categories and skillset development of section staff related to the categories of products and services required.
As the incumbent of this role, your responsibility will include building and maintaining relationships with external stakeholders including other transit agencies, provincial and municipal procurement partners to leverage procurement opportunities for shared services in addition to acting as a procurement ambassador internally and externally to advance and defend the TTC’s interests. This will include delivering procurement related presentations to the TTC Board, various committees (e.g. audit), and TTC Senior Management etc. as required. You will also function as the main contact and arbitrator representing the TTC’s interests concerning disputes with major suppliers when required.
Additionally, you will be overseeing and directing supervisory staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others. You will provide advice, guidance, and direction to staff regarding difficult/complex negotiations, changes, or claims, specific commercial, legal, or technical issues. The aforementioned will also include establishing strategic direction for the section to meet the needs of the TTC; this involves developing goals and objectives, communicating same to staff in the section, and ensuring the goals and objectives are achieved. This includes expanding and managing the purchasing card program; ensuring proper program education to end users and program controls.
Your role will require you to establish appropriate Operating/Capital Budget requirements and prepare presentation materials which will aide in the development and maintenance of emergency buy procedures that ensures revenue service is not hindered due to procurement issues.
You will be responsible for handling complex or sensitive purchases, determining proper procurement solutions to complex and difficult purchases and sales while ensuring approvals of all purchase orders over $400K.
As Director of Procurement, you will drive the collaboration between procurement specialists, inventory planners as required, as well as procurement staff and client groups introducing negotiable templates for procurement contracting, and documenting savings.
As a subject matter expert in this role, you will ensure emergency parts supply to front line operations are provided and expedited to meet revenue and non-revenue vehicle service requirements.
The incumbent will also be required to participate in the TTC's Customer Service Ambassador Program.
