Summary of Responsibilities

Reporting to the Director of Corporate Services, the Manager of Information Technology is responsible for
establishing and executing plans for the strategic use and management of information technologies and data
throughout the Town. The role is tasked with driving the organization forward by using and applying innovative
techniques and methodologies to implement technologies and solutions that move the Town towards its
objective of delivering exceptional services.

This role is responsible for the development, management and ongoing operation of the Information
Technology Division’s services and capabilities to meet the needs of the organization and to achieve Corporate
strategic goals and plans; this includes integration and alignment of the Information Technology strategy with
other corporate and departmental strategies; researching new technologies and methods for improvements to
the Information Technologies utilized by the Town; establishing methods and processes to support the
prioritization of technology projects; creating and evaluating business plans for IT initiatives, managing and
coordinating IT and business transformation projects; managing IT staff; allocating resources; preparation and
managing the IT budget and long-range financial plans; management of the mature network of integrated
systems including IT infrastructure, enterprise applications, and business applications, GIS and data
capabilities; and supporting web and digital initiatives; development and implementation of policies, standards
and controls; responsible for the overall integrity and security of all systems; efficient operation of IT
infrastructure; and managing relationships with business units, vendors, suppliers and consultants.


  • University degree in Computer Science, related discipline or equivalent experience
  • PMP Certification an asset
  • Demonstrates a minimum of seven to ten years of progressive IT management experience including and
not limited to corporate scale project leadership, complex systems management in a corporate
environment; and supervisory experience preferably in a municipal setting.

  • Leadership skills commensurate with the role of leading technology driven transformation
  • Strategic skills commensurate with leading not only an IT division, but also leading the use and
management of information technologies throughout the organization.

  • Relationship building skills to facilitate an amicable yet effective rapport with IT team members and
business units that rely on IT services

  • Customer service, project management, and facilitation skills; knowledge of industry standard practices,
guidelines, benchmarks, safety policies and procedures

  • Experience and demonstrated ability to negotiate and effectively manage technical agreements,
contracts, vendors and partners

  • Excellent administration, organizational, analytical, problem-solving, negotiating, interpersonal, oral and
written communication, and supervisory/management skills.

  • Ability to deal effectively with all levels of staff, external organizations, etc; and to work under pressure to
meet deadlines, manage projects in tight time frames, etc.

  • Ability to deal courteously and effectively with staff, other departments/levels of government, the public
and other departmental contacts; flexibility/availability to respond to “after hours” emergencies, and/or
overtime as may be required.

  • Class “G” Drivers Licence in good standing and reliable vehicle to use on corporate business.
  • Successful applicants to this position will be required to provide a Police Criminal Record Check that is
satisfactory to the Town prior to their start date.
