You will be responsible for all real estate construction projects assigned to you, covering small and medium-sized projects ($100K to $25M) across the country, including station and maintenance center construction and rehabilitation projects. Your tasks will include all phases of project realization, from conception to closure. You will be responsible for project definition and planning, including development of scope of work, budget and schedule. Your responsibilities will also include selecting consultants, planning and coordinating the project, choosing the construction method, determining and negotiating the necessary approvals, awarding contracts in support of the Procurement Department, coordinating the required internal and external communications, monitoring during construction, drawing up progress reports, and any other actions required for the completion of real estate projects. In some cases, you will work with government agencies such as Parks Canada and the Commission de la Capitale Nationale to understand the requirements of the various parties involved, and to negotiate where necessary.
You will support other project managers at specific stages, contributing your technical expertise, reviewing plans and specifications, or sitting on selection committees for calls for tender.
More generally, you will participate in the planning and execution of the entire real estate portfolio. You will recommend innovative strategies to improve project delivery efficiency and develop partnerships to optimize project delivery and real estate portfolio development.
As a Project Manager, you will work within a matrix structure where you will be responsible for project execution. You'll be expected to respect company rules, and be supported by the internal Procurement, Legal and Communications groups, to name but a few.
Responsibilities:
- Ensure that the initiation, planning, supervision, control, execution and closure of allocated projects are done with rigor and follow VIA Rail standards;
- Establish and closely monitor the scope, budget and financial forecasts, deadlines, dependencies, risks and problems associated with each project;
- Identify potential project risks and problems using forecasting tools;
- Act as primary contact for customer, users and stakeholders;
- Manage and negotiate contracts and manage suppliers;
- Conduct site inspections and audits and meet regularly with contractors in the field;
- Ensure that all site activities are carried out in accordance with VIA's safety and environmental requirements, as well as applicable laws and regulations;
- Prepare construction progress reports and internal VIA reports, and attend follow-up meetings;
- Direct resources and adjust team efforts, while regularly evaluating team performance to identify deviations and corrective actions;
- Use project management tools (MS Project / EPM2010) for planning and analysis of parameters and data;
- Active participation in portfolio planning and/or strategic portfolio advancement.
