Position Scope:
The Procurement Specialist ensures transparency, stakeholder alignment, and value for money by delivering strategic sourcing initiatives and guiding internal clients through the procurement process. This role facilitates the full procurement lifecycle acquiring goods and services strategically, cost-effectively, and in compliance with internal policies and the Ontario Public Service (OPS) Directive—while providing expert guidance on high-value, complex procurements.
Responsibilities:
- Lead and facilitate high-value, complex procurements, including conducting market research, engaging with vendors, and assessing business needs.
- Independently source, draft, negotiate, and execute contracts for goods, services, and consulting engagements – including new contracts, extensions, and amendments, ensuring cost advantage and alignment with organizational needs.
- Conduct procurement planning by performing needs assessments and defining requirements with business units, project teams, and evaluation committees.
- Coordinate procurement activities by establishing and scheduling key milestones and timelines and facilitating touchpoint meetings with stakeholders.
- Guide business leaders on sourcing strategies, required signatories for contracts, executive summaries, and business cases.
- Verify procurement activities comply with internal policies and external regulations by reviewing and validating procurement exemptions (e.g., sole/single source) and supporting consistent application of TSSA’s procurement policy.
- Monitor vendor performance and facilitate conversations with clients and vendors to resolve issues, maintain supplier relationships, and track performance metrics and milestones to ensure service quality and accountability.
- Perform other related duties or project-based tasks as required.
- Support Procurement Analyst in fleet vehicle management for field employees
- Guide internal clients through procurement processes, ensuring alignment with policy and operational needs.
- Collaborate with the Legal department and People Leaders to review agreements and finalize contract terms.
- Working with various vendors on different procurements to schedule meetings, negotiate contracts, issue identification, and coordinating vehicle purchase and delivery when needed.
Required Skills and Knowledge:
- Ability to engage with stakeholders across all levels of business to lead and execute procurement initiatives.
- Strong quantitative skills to assess diverse pricing models, apply scoring methodologies, and evaluate various pricing proposals.
- Proven ability to manage multiple high-impact initiatives, adapt to shifting priorities, and thrive in a fast-paced, deadline-driven environment.
- Proficient in Microsoft Office Suite (Excel, PowerPoint, Word) with proven ability to leverage tools (ex. Bonfire, MERX) for procurement analysis, reporting, and stakeholder presentations.
Education and Experience:
- Post-Secondary Diploma in Supply Chain Management, Business Administration, or related field.
- 5 years of strategic procurement experience, preferably in the public sector.
- G2 license required to move fleet vehicles around as necessary.
- Prior experience with the Ontario Public Service procurement directive is an Asset.
- Experience in leading end-to-end RFP processes, including drafting complex components and managing cross-functional evaluations.
- Experience negotiating high-value contract terms with vendors and guiding internal clients.

Pay: $85,000.00-$95,000.00 per year
