Position Summary
Reporting to the Director of Quality, the main responsibilities for the Quality Manager are to provide oversight and leadership to the AMO Quality Team, including QC inspectors, Trainers and Receivers, while assuring the quality of technical and quality record management, and any other applicable quality areas or functions. The Quality Manager's primary responsibility is to ensure maintenance activities are at all times performed in compliance with applicable regulations and approved publications, while ensuring that all maintenance activities are performed as documented in the approved Maintenance Policy Manual (MPM). Ensure the MPM complies with the Canadian Aviation Regulations and other regulatory body approvals as applicable. Serve as the key facilitator of TCCA external audits, and follow up on potential external findings. Support and collaborate with the internal corporate audit program.
Major Duties and Responsibilities:
- Provide leadership and management within the AMO (Aircraft Maintenance Organization) Quality department through a structural process of objective setting, performance appraisals, and individual development plans as appropriate. Establish an accountable quality organization by embracing and demonstrating responsible leadership principles. Encourage a culture of daily, weekly, and monthly reviews of performance.
- Ensure maintenance transactions including compliance with airworthiness directives, mandatory inspections, rectification of defects, overhauls, parts installation, and incomplete tasks are recorded accurately in the appropriate logbooks and records in accordance with the MPM (Maintenance Policy Manual), and CARs. Ensure compliance with all applicable regulations, and company-specific requirements related to the product quality and to day-to-day maintenance activities.
- Ensure that the MPM, and Procedures Manual are up to date and reflective of maintenance processes utilized at the AMO.
- Ensure compliance with the Quality Assurance Program within the MPM, and ensure all Quality Assurance requirements are met.
- Ensure components, parts, and materials utilized in maintaining aircraft and aeronautical components are properly certified and are airworthy. Perform oversight of the incoming inspection of components to ensure product and material conformity.
- Perform assigned inspection functions in accordance with DHC’s Maintenance Manual, Manufacturer’s Maintenance Manual Procedures, and applicable Federal Aviation Regulations to ensure that DHC's aircraft, engines, appliances, and components are maintained to the prescribed standards of airworthiness and serviceability.
- Provide direction to the Quality Control Program within Operations, including maintaining and improving product inspection plans, product identification and control processes. Oversee quality control inspections, resolution of supplier product issues, as well as non-conforming material control.
- Address internal audit findings identified by the Corporate Internal Audit Team in a timely manner through the implementation of appropriate preventative and corrective actions.
- Collaborate with the Supplier Quality Group to identify, trace and take action to improve supplier quality performance.
- Assist in the preparation of reports and documents pertaining to Transport Canada.
- Provide guidance and assistance to maintenance personnel to maintain and enhance compliance to policies, and procedures, consistently.
- Assist with training personnel in standards of workmanship in accordance with MPM.
- Assure the quality of maintenance records, and respond to any service difficulty reports in accordance with the MPM.
- Assist with safety and housekeeping checks of the hangar and line work areas.
Experience and Education Requirements:
- A valid AME (Aircraft Maintenance Engineer) License, or a Bachelor’s degree in engineering or an aerospace related program. An equivalent combination of education and experience will be considered.
- Excellent interpersonal skills and the ability to manage conflicts successfully while being respectful to colleagues is considered of paramount importance to success in this position.
- A strong background and understanding of Canadian Aviation Regulations 571 & 573.
- Demonstrated ability to communicate effectively both orally and in writing, especially in facilitating understanding of findings of non-compliance amongst all stakeholders.
- Minimum 3 years' experience leading a team, including managing performance, succession planning and team building.
- Minimum 5 years’ working in an AMO environment.
- Experience in AMO management and AMO QMS, including monitoring the performance of aircraft maintenance processes.
- Experience performing quality assessments including prior audit experience related to the AS9110 or AF9000 plus Quality Standards.
- Accreditation as a Certified Quality Manager or Professional Engineer is considered an asset.
- Experience with Enterprise or Material Resource Planning software (i.e., Visual Manufacturing or IFS) is an asset.
- Working knowledge of Microsoft Office applications including Excel, Word, and PowerPoint.
- Good organizational skills and ability to work independently with minimum supervision and direction.
