We are seeking a dynamic and knowledgeable Director, Facilities Strategic Planning & Land Development.
With expertise in real estate, planning, land development and facility project management, the Director will integrate and streamline services, and focus on optimizing and advancing strategic planning. Detailed Overview:
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Accountable for providing leadership and strategic direction for Facilities Strategic Planning and Land Development, which includes land acquisition, leasing and disposition; master site, infrastructure, program and urban planning, business planning and development; leased facilities clinical space, program, location and lease optimization strategies; First Nations land and development relationships and partnership; external stakeholder consultation; City and municipal collaboration; and government liaison. Primary partnerships are with Executive Directors, Chief Operating Officers, as well as private sector partners, government agencies at all levels, regulatory authorities, and external stakeholder groups.
Responsibilities:
- Responsible for the direction and operations of the Facilities Strategic Planning and Land Development portfolio.

Acts as a member of the Facilities Management senior leadership team and contributes to the effective direction of the department.

Provides leadership and oversight in the planning and day to day operations of services to drive operational excellence; ensures consistency with Fraser Health’s strategic plan; establishes policies, procedures and budgets; assists in formulating annual goals and objectives; ensures consistency with industry standards and accreditation bodies.

Implements and monitors short and long range goals in support of the strategic plans in alignment with organizational and, where applicable, provincial strategic plans and principles.

Implements re-design and restructuring initiatives including adoption of best practices, to better integrate and streamline services, optimize quality and ensure cost effectiveness; ensures appropriate quality and safety measures are in place.

Assists in developing and implementing operating budget including budget preparation, authorization control and reporting of expenditures, ensuring the efficient utilization of financial resources, within the objectives, plans and budgets established.

Manages the financial resources to meet initiatives, goals and targets of the strategic and operating plans; ensures short and long term planning occurs to effectively plan and implement both operating and capital expenditures; provides leadership, direction and supervision to assigned team members.

Provides strategic direction for planning and management according to Health Authority needs and priorities including leading teams in business planning and development.

Oversees and leads authority-wide, Master Planning and Lease Optimization Planning. Leads land acquisition, leasing and disposal planning, strategies and initiatives including senior leadership for over 150 real estate property leases and consolidation and optimization strategies with clinical partners.

Acts as a liaison for First Nations and external stakeholder consultations and coordinates First Nations land and development relationships and partnership.

Provides direction and oversight of master site, infrastructure, program and urban planning.

Liaises with various levels of government as it relates to Capital & Land Development including meeting with senior City and Municipal officials for land and capital development opportunities collaboration and efficiencies.

Partners with Executive Directors, Chief Operating Officers, as well as private sector partners, government agencies at all levels, regulatory authorities, and external stakeholder groups.
Qualifications:
Master’s Degree plus ten (10) years recent related experience, which includes six (6) years of senior management in Real Estate and leadership roles in a large multi-site organization with responsibilities for the planning and development of capital and strategic plans or an equivalent combination of education, training and experience.
