Terrace is seeking a Project Manager focused on preconstruction and planning to lead projects through the earliest and most critical stages of development.
This role is centered on what happens before construction begins — guiding clients, coordinating consultants, and navigating planning, engineering, and municipal processes to bring projects from concept through approvals and into construction readiness.
You will work across land development, multi-family, and commercial projects, helping define project direction, reduce risk, and ensure alignment between vision, approvals, design, budgeting, and constructability.
This is a hands-on, client-facing role best suited for someone who is confident managing complexity, enjoys working closely with people, and wants to play a meaningful role in shaping projects from the ground up.
What You’ll Be Responsible For
Building Preconstruction (Multi-Family & Commercial)
- Manage projects from early concept through approvals and readiness for construction
- Coordinate design and preconstruction planning activities with architects, engineers, and consultants
- Ensure alignment between design intent, constructability, budgeting, and project objectives
- Support projects through schematic design, development, and construction readiness phases
- Assist with project sequencing, site planning, servicing coordination, and development strategy
Budgeting & Financial Planning
- Lead early-stage budgeting and cost planning activities
- Coordinate with consultants and contractors to develop reliable conceptual estimates and project budgets
- Support clients in understanding project costs, risks, scheduling impacts, and development trade-offs
- Monitor preconstruction scope changes and their impact on project budgets and timelines
Client & Consultant Leadership
- Act as the primary point of contact for clients during preconstruction and planning phases
- Lead and coordinate consultant teams including planners, engineers, architects, and technical specialists
- Facilitate meetings, maintain accountability, and drive decisions to support project progression
- Build strong working relationships with clients, municipalities, and project stakeholders
Project Coordination & Delivery Support
- Maintain organized project documentation, tracking systems, and reporting processes
- Monitor project progress against timelines and key deliverables
- Coordinate internal communication between planning, design, budgeting, and construction stakeholders
- Support overall project readiness prior to transition into active construction
Knowledge, Skills & Abilities
- Preconstruction, and project planning processes
- Working knowledge of municipal approvals and development processes within Alberta
- Strong understanding of multi-family and commercial development workflows and project sequencing
- Ability to manage projects from concept planning through approvals and construction readiness
- Strong organizational, coordination, and time management abilities with the ability to manage multiple active projects simultaneously
- Strong communication and interpersonal skills, with the ability to work effectively with clients, municipalities, consultants, contractors, and internal teams
- Ability to lead meetings, maintain accountability, and facilitate decision-making across multiple stakeholders
- Strong problem-solving abilities with a proactive and solutions-oriented mindset
- Ability to review and understand drawings, planning documents, technical reports, schedules, and consultant deliverables
- Comfortable working in both office and active site environments as projects progress through development stages
- Strong attention to detail while maintaining awareness of overall project objectives, risks, and timelines
- Ability to adapt to changing priorities in a fast-paced development and construction environment
Software & Technical Skills
- Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and Teams
- Strong working knowledge of Procore Construction Management software
- Experience using project scheduling tools such as Microsoft Project, P6 and/or Smartsheet
- Ability to manage digital project documentation, reporting, and consultant coordination workflows
- Comfortable working within evolving project management and development systems
Qualifications
- Background in Engineering, Construction Management, Architecture, Engineering Technology, or a related field
- 4–7 years of experience in preconstruction, project planning, or project management roles
- Experience working on multi-family and/or commercial development projects
- Experience coordinating projects through planning, design, approvals, and construction readiness phases
- Working knowledge of municipal approval and development processes within Alberta
- Experience coordinating consultants, municipalities, and multidisciplinary project teams
- Understanding of conceptual budgeting, project scheduling, and preconstruction planning activities
- Valid driver’s license and ability to travel to project sites and consultant meetings as required
Assets
- Previous experience with land development or municipal approvals is considered an asset
- Field or construction-site experience is considered a strong asset
- Experience supporting projects through transition into active construction is considered an asset
- Professional designation or progress toward certification (PMP, CET, EIT, RPP, or similar) is considered an asset
