Position Summary:
The Sourcing Specialist is responsible for supporting and executing strategic sourcing, procurement, and contract management activities for assigned product and service categories within Waterloo Regional Health Network. Working in collaboration with the Category Team Lead and Manager, Supply Chain Sourcing, the incumbent partners with clinical, operational, and corporate stakeholders to develop procurement solutions that achieve best value, support organizational objectives, ensure regulatory compliance, and contribute to high-quality patient care. The role is accountable for leading and coordinating competitive procurement processes, contract implementation activities, supplier performance management, and continuous improvement initiatives while ensuring compliance with applicable legislation, trade agreements, Broader Public Sector procurement requirements, and organizational policies.
- Support the development and implementation of sourcing and category management strategies for assigned product and service portfolios.
- Lead and coordinate competitive procurement processes, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), tenders, and other sourcing activities, ensuring compliance with Broader Public Sector procurement directives, applicable trade agreements, and organizational policies.
- Conduct market research, spend analysis, benchmarking, and supplier assessments to identify opportunities for cost optimization, standardization, risk mitigation, innovation, and value improvement.
- Collaborate with clinical, operational, and administrative stakeholders to assess business requirements, develop sourcing strategies, evaluate procurement options, and support organizational decision-making.
- Coordinate product evaluations, trials, conversions, and implementation activities in partnership with internal stakeholders, suppliers, and group purchasing organizations as appropriate.
- Support the negotiation, implementation, administration, and ongoing management of supply, service, and capital equipment agreements to ensure contractual performance and value realization.
- Monitor supplier performance, address service and supply-related issues, facilitate corrective actions, and participate in supplier business reviews to support continuous improvement and service excellence.
- Maintain accurate procurement records, contract documentation, sourcing files, and reporting in accordance with legislative, audit, and organizational requirements.
- Participate in collaborative purchasing initiatives, group purchasing organization (GPO) programs, and regional or sector-wide procurement projects where appropriate.
- Contribute to continuous improvement, Lean initiatives, procurement best practices, professional development, and the promotion of a safe and healthy work environment for patients, staff, physicians, volunteers, and visitors.
- Participate in value analysis and evidence-based sourcing initiatives to optimize quality, patient outcomes, cost effectiveness, and standardization opportunities.

Position Requirements:
- Three-year college diploma or university degree in Supply Chain Management, Business Administration, Commerce, or a related field. An equivalent combination of education, professional certification, and experience may be considered. Professional designation (SCMP, CSCL, CPPB, CPPO or equivalent) is considered an asset.
- Minimum five (5) years of progressive procurement, strategic sourcing, contract management, or supply chain experience, preferably within a healthcare, public sector, or broader public sector environment.
- Demonstrated knowledge of public sector procurement principles, including the Broader Public Sector Procurement Directive, applicable trade agreements (CFTA, CETA), and procurement best practices.
- Proven experience planning, leading, and supporting competitive procurement processes, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), Invitations to Tender (ITT), and contract award and implementation activities.
- Experience developing, implementing, and managing supply, service, and capital equipment contracts, including supplier performance management and contract compliance monitoring.
- Demonstrated ability to conduct market analysis, spend analysis, business case development, and procurement evaluations to support evidence-based decision-making.Strong analytical, negotiation, problem-solving, organizational, and project management skills with the ability to manage multiple priorities and deadlines in a dynamic environment.
- Excellent communication, relationship management, facilitation, and stakeholder engagement skills, with the ability to work effectively with physicians, clinical staff, operational leaders, suppliers, and external partners.
- Demonstrated ability to build collaborative relationships, influence decision-making, and provide procurement expertise to diverse stakeholder groups.
- Proficiency with enterprise resource planning (ERP) systems, Microsoft Office applications, and procurement-related reporting and analytics tools.
- Commitment to continuous improvement, Lean principles, innovation, customer service excellence, workplace safety, and the values of Waterloo Regional Health Network.
- Demonstrated strong attendance and performance record.
- Experience working with Group Purchasing Organizations (GPOs), shared service organizations, collaborative procurement initiatives, and vendor-of-record arrangements is preferred.
- Experience supporting public sector capital, redevelopment, facilities, construction, or infrastructure procurement projects, including consultant and construction procurement activities and familiarity with OAA, CCDC, or equivalent contract structures, is considered an asset.
Demonstrated experience managing clinical portfolios and collaborating with clinical stakeholders to support sourcing initiatives is an asset.
