Reporting to the Coordinator, Wastewater Compliance, the Compliance Inspector is responsible for undertaking field investigations, sampling & spill response to ensure compliance with Provincial legislation and Municipal Bylaws.

Duties include but are not limited to:

  • Inspection of all ICI users of municipal storm and sanitary sewer systems
  • Liaise with Provincial and/or Federal officials to assist in administration of their legislation
  • On-call duty rotation required for spill response
  • Collect representative samples for chemical and bacteriological analysis from sanitary and storm sewer systems using automatic or manual techniques in accordance with Municipal and Provincial requirements and improving the Health and Safety Program
  • Collect and interpret laboratory analytical results with respect to compliance with the Sewer Use By-law and potential impact on the Wastewater Treatment Plant
  • Collect storm water samples to establish baseline conditions and variations
  • Draft compliance and rebate agreements, sewage works discharge permits, warning letters, notices of violation and any other documents as required in the administration of the Sewer Use By-law
  • Issue Part 1 offences tickets under the Provincial Offences Act for sewer use violations
  • Collect evidence and maintain appropriate records of investigations and analysis for possible legal prosecution
  • Assist with the implementation of the City’s Asset Inventory Management software for Wastewater
  • Assist with the development and maintenance of a wastewater quality management system
  • Maintain, review and adapt as needed, the Wastewater Compliance Database for compliance activities
  • Respond to common sewer use issues regarding concerns from residents or other City Departments
  • Maintain detailed field notes, prepare reports, carry out investigations of environmental concerns
  • Maintain files and records documenting Wastewater Compliance activities and agreements
  • Develop and review Standard Operating Procedures applicable to Compliance Inspectors
  • Assist City staff and private contractors in spill response to ensure safety of the environment and

compliance with regulations

  • Perform flow monitoring of ICI users of sanitary sewer
  • Sample and monitor storm sewer outfalls, storm water management ponds, local tributaries and the Grand River
  • Monitoring groundwater quality monitoring and testing
  • Provide technical assistance regarding CALA certification activities
  • Ensure all safety equipment is inspected and maintained on a regular basis
  • Any other duties assigned related to Wastewater Compliance Qualifications

QUALIFICATIONS

  • Successful completion of a three (3) year Community College Diploma in Chemical or Environmental Engineering Technology
  • Membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (CET) would be considered an asset
  • Experience with municipal by-law enforcement, wastewater sampling and spill response would be considered an asset
  • Knowledge and experience in industrial and manufacturing processes would be considered an asset
  • Experience in DWQMS or ISO environment is preferred
  • Experience with a computerized work order system is preferred
  • Proficient computer skills, including good working knowledge of full MS Office Suite, SQL, and database applications is preferred
  • Ability to understand technical drawings and maps is required
  • Ability to read and interpret laboratory test results is required
  • Possess a valid Class G driver's license

Salary: $33.52 to $37.24 /hour
