Brief Overview:
Reporting to the Deputy Chief, Self Government, the Director, Cabinet and Legislative Services provides leadership and oversight of legislative and statutory functions of the MN–S Cabinet and Legislative Services. The Director is responsible for all aspects of legislative services, ensuring sound processes, policies and controls are in place to support administrative operations within Legislative Services including, but not limited to, the Provincial Métis Council (PMC), Standing Committees, Métis Nation Legislative Assembly (MNLA), and the General Assembly (GA).
The Director services as a technical advisor, contributing to organizational leadership, good governance and the achievement of strategic priorities. This position manages the planning and coordination of all meetings and leads strategic planning, budgeting, forecasting and reporting for Legislative Services while contributing to the advancement of Métis peoples right to self-governance and maintaining strong internal controls that promote accountability, transparency and service excellence to Métis citizens.
This position is accountable to ensure legislative procedures align with the highest standards of legislative and cabinet systems, respect Métis customs and traditions, and is compliant with the Constitution of The Métis Nation – Saskatchewan, Métis Nation Legislative Assembly Act, Provincial Métis Council Meeting Rules and Procedures, and the Provincial Métis Council Conduct Policy.
Key Responsibilities:
Leadership

Lead the development and implementation of operating budgets, financial planning and forecasting to inform decision-making and resource allocation for Cabinet and Legislative Services.

Ensure accurate, timely and transparent financial reporting and provides strategic financial policy leadership that upholds public sector standards, accountability and good governance.

Oversee all aspects of financial management related to Cabinet and Legislative Services, including the development and implementation of robust controls, best practices and performance metrics to support sound financial stewardship.

Provide oversight for policy development and renewal, promotes awareness and compliance, monitors exceptions and up holds a culture of integrity, accountability and proactive problem-solving in all administrative and operational matters.

Remain informed and current on good governance practices, changes in legislative practices, standing rules of assemblies, and meeting procedures to ensure democratic and constructive meetings.

Demonstrate accountability through participation in the development of departmental work plans, budgets, reports and compliance reporting, and working within approved budgets.

Contribute to the development of distinctions-based objectives and initiatives that strengthen Métis democracy, advance Métis self-governance and support governance reform. Identify opportunities for ongoing communication and implementation of such initiatives.

Build and maintain effective relationships with elected officials, Ministers, senior government leaders, department heads and colleagues to strengthen collaboration and service delivery.
