MINIMUM FORMAL EDUCATION/TRAINING:
- Red Seal Certification in electrical or fire suppression required.
- CFAA Registered Fire Alarm Technician designation with an 'M' License issued by the office of the fire commissioner would be considered.
- Valid class 5 driver's license is required.
- An acceptable equivalent combination of education and experience may be considered.
EXPERIENCE:
- A minimum of five (5) years of supervisory and project management experience is required.
- The successful candidate will possess thorough knowledge of the trades under their supervision, including but not limited to fire alarm systems and wet/dry sprinkler systems.
- Demonstrated work experience and extensive knowledge regarding life safety systems, including comprehensive familiarity with applicable codes and standards including but not limited to NFPA 13, NFPA 72, NFPA 101, CFAA guidelines, and City of Winnipeg Fire Prevention By-laws, and a broad understanding of the operation, inspection, testing, and maintenance of life safety systems.
- The successful candidate is knowledgeable regarding building construction practices and systems, including mechanical, life safety, structural, and ventilation systems, as they relate to new construction, maintenance, and repair work.
SKILLS AND ABILITIES:
- Strong communication skills, both verbal and written required.
- Must have strong interpersonal skills in dealing with a variety of situations, be decisive, unbiased and have the ability to make impartial decisions.
- Must be capable of planning, organizing, directing, integrating, co-ordinating a large staff and budget to meet the unit’s goals.
- Must also have the ability to analyse and solve problems, adhere to procedures, policies and ensure compliance with union contracts.
- Demonstrated computer skills with the ability to compile and maintain accurate computerized reports and records are required. Must have proficiency with MS Excel, Word and Outlook (email).
- Physical ability to check the physical operation of the entire campus (various work locations) and recognize potential mechanical problems is required.
- Must be physically able to work on roofs (heights), within crawlspaces/confined spaces, and in heat stress areas.
- Ability to provide and assist in work scheduling, inspections and preventative maintenance planning as well as emergency work planning is required.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.
OTHER JOB RELATED QUALIFICATIONS:
- Contractor license: Must be able to obtain a City of Winnipeg Contractor license, if eligible under qualifications.
Management
- Plans daily work schedules and prioritize work orders including seasonal activities.
- Issues work orders for maintenance and emergency work and coordinates in a proper response time.
- Arranges for shut down of building services to facilitate major repairs.
- Organizes staff vacations to maintain adequate staff coverage.
- Maintains records of staff vacations, sickness and other leaves.
- Authorize and allocates overtime to staff on an equally distributed basis.
- Discusses unusual personnel problems and those with long term or widespread implications with staff and/or Manager, or Director.
- Conducts monthly safety shop meetings.
- Advises staff of proper safety procedures.
- Ensures that equipment and hand tools are used properly and by authorized personnel only.
- Ensures that safe staff work procedures are followed.
- Reviews proper safety precautions with shop staff.
- Ensures compliance with all University of Manitoba’s policies and procedures specifically with safe handling of asbestos, lock out/tag out equipment, working with hazardous materials, fall protection, W.H.M.I.S., confined entry, etc.
- Inspecting the work done by their staff in the shop and on site and provide technical direction to trade’s personnel.
- Establish how work is done, and obtain all necessary approvals, request special funding as applicable and make arrangements with users to schedule repair work which may affect the operation of a building.
- Maintains a fully operational shop which requires the ordering of new machinery and equipment, and maintenance of tools and equipment.
- Keeps an adequate stock of immediate replacement components and consumable items.
- Assists the Manager in recruiting, selecting, training, evaluating, layoffs, disciplining and dismissing of both full-time and casual staff.
- Organizes appropriate training programs for all personnel.
- Conducts trade staff performance evaluations on annual basis.
- Establishes short-term and long-term strategies to ensure that the unit’s goals are met.
Technical
- Reviews regularly existing Life Safety Systems building plans, specifications and building manuals, in order to advise on design modifications.
- Daily administration of the preventative program.
- Monitoring results and improving scheduling.
- Assigns the inspections and preventative maintenance procedures/frequencies and trades designation for the maintenance of each major piece of equipment, building system and building envelope.
- Keeps records of time and materials spent on maintenance and new work, in order to maintain internal records and provide billing information.
- Evaluates regular maintenance and new installation and establishes efficient work procedures.
- Diagnose equipment problems on a daily basis.
- Attend to major emergencies.
- Trains shop staff in the operations and maintenance of campus services and equipment).
- Investigates and implements new techniques and procedures as new technologies and equipment are offered to improve existing operating methods.
- Address the continually changing needs of the unit as they occur.
- Ensures all equipment is operational and maintained at maximum operating efficiency to prevent premature breakdowns.
- Advises on design work for small projects.
- Informs and consults shop staff in matters regarding equipment purchases, installations and equipment.
- Provides advice to building and facility users, A&E Services, and consultants.
- Participates in project review teams that critically assess project plans and specifications.
- Produces material lists for obtaining quotations.
- Carries out regular building equipment inspections and advises Manager or Assistant Director on work which may require additional funding.
- Investigates several types and replacement parts for older vintage Life Safety Systems components, monitors, etc. using catalogues, internet and wholesalers to make decisions as to the most economical repair and/or replacement based on cost and quality.
- Diagnose Life Safety Systems and equipment on a daily basis.
- Dispatches Life Safety Systems tradesmen.
- Assists the tradesmen with direction in wiring methods and advice on building codes in compliance with the Canadian Life Safety Systems Code and wiring methods.
- Supports tradesmen with material and transportation.
Administration
- Keeps time records and materials used on maintenance, and renovations.
- Submits billings.
- Assure that all work proceeds satisfactorily within budgeted costs and on schedule.
- Keep close check on material ordering and delivery.
- Maintains contact with users and provide information.
- Meet with other Assistant Managers to discuss and establish procedures on matters of general interest to all shops and scheduling of projects.
- Maintain close daily contact with Manager or Assistant Director for Renovations and Equipment Capital Project, work progress, budget status and requirements.
- Review long term shop and equipment needs.
- Recommends major repairs to building systems.
- Participates in developing new safety procedures, health and safety related issues, asbestos protocol, lock and tag out, etc.
- The Assistant Manager in conjunction with the Manager is responsible for the day to day administration of the collective agreement between Unifor and the University of Manitoba.
- Assists in implementing programs and improvements for the purpose of developing a more energy and cost efficient operation.
- Maintains employee records including completing Workers Compensation injury forms
- Maintaining a balance between income generated and cost of casual labour hired to do the work on assigned projects.
- Adjusts manpower to maintain a balance between revenues and expenses.
- Provide support and backup coverage as needed.
- Other duties as assigned.
38.75 hours/week; Monday to Friday 8:00 am - 4:15 pm
