The Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s used nuclear fuel inside a deep geological repository, in a manner that protects people and the environment for generations to come.
Founded in 2002, the NWMO has been guided for 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders that are developing innovative and collaborative solutions for nuclear waste management. Canada’s plan will only proceed in an area with informed and willing hosts, where the municipality, First Nation and Métis communities, and others in the area are working together to implement it. The NWMO plans to select a site in 2024, and two areas remain in our site selection process: the Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario and the Saugeen Ojibway Nation-South Bruce area in southern Ontario.
Project Officer/Engineer
Fulltime – One (1) Position Available
Position Location: Toronto Head Office – 22 St. Clair Avenue East
Job Summary:
Reporting to the Director, Site Characterization and working collaboratively across other departments and disciplines, the incumbent will provide project management expertise and be responsible for ensuring the delivery and coordination of the technical aspects of the deliverables of the Site Characterization Project, this will include data and reports associated with Geoscientific and environmental field and laboratory studies. The incumbent will develop, plan, schedule, and manage a work program to ensure the delivery of the Site Characterization Projects deliverables (data and reports) to project clients at the agreed quality and timeline.
Responsibilities
- Undertake and be responsible for the coordination, planning, scheduling and monitoring of Site Characterization Project deliverables from inception and approval to final acceptance.
- Lead and coordinate ongoing site characterization data review, acceptance and transmittal to end users. This includes working with and leading, contract administrators and technical experts to ensure delivery data as required by the Ongoing Site Characterization Project, which includes Geoscience, Environment and other internal data end users.
- Develop project execution strategies and plans including objectives and scope definitions, cost estimates, schedule etc. in accordance with applicable project management governance.
- Ensure the timely data and report receipt, review, final acceptance, delivery to Section Manager, Data Management for upload into managed systems, and transfer of product to Project clients.
- Manage data requirements throughout projects to ensure internal staff and external contractors are performing data review and delivery on schedule. Monitor performance against workplans, schedules and QA requirement.
- Support the development of Quality Assurance (QA) documents (SOW/RFPs, Work Plans, Data Reports, software certificates, software plans, etc.) ensuring that work meets all applicable regulations and standards.
- Assist with the development and continuous improvement of site characterization processes and procedures to enhance quality, efficiency, and output including developing processes and tools to ensure that a tailored workflow is both defined and followed for each project deliverable type.
- Meet with contract managers, procurement, vendors, Site Characterization data management team and internal Subject Matter Experts to identify receiving schedules, define the review, validation and acceptance process to be undertaken, and confirm the final delivery product and timeline.
- Interact with internal stakeholders to share information, understand their needs and requirements,
- Provide advice and guidance to others involved in the interconnected and cross project activities associated with the program. Arrange meetings as required to coordinate requirements and progress between design, suppliers, constructions, and operations.
- Develop reports on project status, progress and performance as required including developing and maintaining dashboard reports. Provide recovery plans, as required, for negative performance.
- Manage the change control process as specified in governance
- Communicate regularly with internal stakeholders and other designated contacts within the NWMO to understand competing priorities.
- Provide advice and assistance to other team members concerning project procedures as required.
- Promote and support a strong safety culture within the NWMO and ensure HSE requirements are met or exceeded.
- Manage issues with contractors and internal staff to ensure compliance with contract requirements related to data delivery, quality and schedule. Provide support for contractor dispute resolution process between the NWMO and contractors including making recommendations on how to progress the project
- Perform other related duties as assigned.
Qualifications and Experience
- Four years university degree in a related discipline (such as geotechnical engineering, geology, or earth science) or an equivalent combination of education and/or experience.
- Over 8 years to -10 years’ experience, related to the implementation and management of, data acceptance, review, and delivery workflows.
- Experience coordinating large work programs and/or data deliveries or datasets.
- Strong project management skills (tracking and reporting on schedule, budget and deliverables).
- Experience coordinating data and report delivery and review (following documented QA processes), and facilitating data reviews, acceptance and transfers to meet schedule requirements.
- Experience establishing effective working relationships with contractors and consultants
- Requires a demonstrated ability to work within a multi-disciplinary team and to interact effectively with project staff.
- Requires strong organizational and interpersonal skills and excellent oral and written communications skills to work with a wide variety of stakeholders and provide required reports.
- Demonstrated experience working in multi-disciplinary team and interact with external contractors, and to foster a team environment.
- Demonstrated experience working in fast-paced environment and exhibiting strong leadership and coaching (formal or informal) skills to foster collaboration and excellence.
- Strong communication skill both oral and written.
Preferred
- Experience related to the implementation, data acquisition, interpretation and reporting of site investigation or characterization field and lab programs
- Broad knowledge in several geoscience disciplines and data types and uses, including geology, geomechanics, geochemistry and hydrogeology.
- Registered Professional Geoscientists Ontario (PGO) or P.Eng.

Must be eligible to work in Canada and must be able to meet security clearance requirements.
NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
