POSITION TITLE: Department Manager

PROGRAM(S): Children, Family & Senior Services
REPORTS TO: Executive Director
JOB SUMMARY:
The Department Manager is responsible for the coordination of multiple programs that fall under their managerial position, providing leadership across service delivery, staff supervision, community relations, and organizational development.
QUALIFICATIONS: One of the following:
● A Bachelor’s degree in Social Work, Child and Youth Care, Business Administration, or a related discipline with a minimum of four (4) years of supervised applicable experience; or
● Eight (8) years of combined education, training and experience in a related field.

RESPONSIBILITIES:
Program Development:
● Develop and maintain annual program plans, and prepare proposals and budgets for both existing and new programs within the Department area.
● Negotiate program contracts and ensure contract conditions are met.
● Be responsible for the financial activities of programs, including development and monitoring of budgets.
● Negotiate funding and any fundraising activities.
● Ensure programs within the Department conform to appropriate statutes and regulations.
● Work at a high pace with minimal direction to sustain and improve services to the Department target group.
● Ensure the ongoing improvement of services through team building, training, support and other initiatives.
Staff Supervision:
● Recruit, select and orientate necessary staff in compliance with SPCRS policy and the Collective Agreement.
● Supervise staff under your direction through regular supervisory meetings at least once per month.
● Ensure conditions of work within programs follow SPCRS policy and procedures and the Collective Agreement.
● Ensure good communications within and between the programs.
● Act as a liaison at both the program level (within and between programs) and the departmental level (across the agency), ensuring clear and consistent communication throughout.
● Take responsibility for all operations of the Department and personnel, responding to questions, limiting repercussions and establishing systems to prevent recurring problems.
Funders:
● Be responsible for the administration of programs, including mid-year and year-end evaluations, record keeping and any reporting to funders or licensing bodies.
● Monitor and ensure compliance with funder-specific contract conditions, reporting requirements and any licensing obligations.
● Negotiate funding and seek out fundraising opportunities.
● Report regularly to the Executive Director, keeping them informed of the status of programs and any situations that may pose a risk to quality of service.
Community:
● Build relationships outside the agency.
● Work for societal and attitudinal change regarding the target group.
● Provide public awareness and education regarding the target group.
● Seek out and use opportunities to build and maintain relationships with other stakeholders.
● Provide a public profile for the services and target group of the Department; create PR opportunities, photo ops and media coverage.
● Ensure communication with self-advocates, families and personnel of regional agencies and organizations.
● Maintain a current knowledge of regional resources and relevant policies, procedures and services.
Management Team:
● Work as a team member on the Management Team to direct agency development and support crisis response needs.
● Direct the development of the agency through the Management Team.
● Ensure all systems within programs are consistent with SPCRS policy and procedures.
Board of Directors:
● Report to the Board of Directors through written reports and liaison with the appropriate Board member.
● Anticipate the informational needs of the Board and meet those needs.
● Participate at the Board level on provincial associations.
Agency:
● Role model the agency’s mission, vision, and values to service recipients and others.
● Act as an ambassador of your Department to the outside world.
● Ensure that all departmental operations, personnel practices and program activities are conducted in accordance with SPCRS policy and procedures and the Collective Agreement.
● Work co-operatively with other service providers, agency staff and professionals.
● Maintain an organized, efficient and effective manner in completing all responsibilities.
Day-to-Day Work:
● Be responsible for the administration of programs, including record keeping of personnel and client files.
● Identify and respond to operational issues and service gaps within the Department, establishing systems and processes that support consistent, high-quality service delivery.
● Advocate for the users of services within the Department.
● Maintain a current knowledge of relevant policies, procedures and services relating to the Department’s target group.
● Any other related duties as assigned by the Executive Director.
HOURS OF WORK: 28 hours per week + rotational on call
RATE OF PAY: $42.64/hr
