Located in Yellowknife and reporting to the Manager, Emergency Response and Recovery Finances, as the Financial Analyst, Emergency Response and Recovery, you support the financial management, reporting, analysis, and administration of emergency response and disaster recovery programs. You will be responsible for administering disaster-related expenditures and reimbursements, preparing and supporting federal reimbursement claims, conducting reconciliations and financial reporting, and ensuring disaster assistance transactions are accurately recorded and comply with applicable Government of the Northwest Territories (GNWT) and federal funding programs.
Working closely with Finance and Administration staff and stakeholders across the GNWT, federal, community, and Indigenous governments, the Financial Analyst provides financial advice, supports audits, and helps maintain effective financial controls, standardized reporting, and audit readiness. The role operates within established legislation, policies, and public-sector accounting standards and plays a key role in supporting financial accountability, the recovery of eligible disaster costs, and public confidence in emergency management programs.
Key Responsibilities:
- Carries out financial analysis for emergency response and disaster recovery expenditures and supports ongoing financial management and control of the GNWT's disaster recovery budget
- Supports the payroll and balance sheet General Ledger (GL) accounts within the Emergency Management Activity.
- Participates in the development of GNWT DFAA and EMAP funding submissions.
- Provides financial advice related to emergency response and disaster recovery.
- Supports strategic financial planning and budgeting for emergency response and disaster recovery activities.
- Supports emergency response during major events by coordinating and delivering emergency response and recovery programming as part of Incident Management Teams (IMTs) or Recovery Management Team.
Knowledge and Skills:
- Knowledge of public sector accounting principles, financial reporting standards, budgeting, financial planning, forecasting, variance analysis, and financial management practices.
- Knowledge of accounting procedures, generally acceptable accounting principles (GAAP) theories and practices and the ability to interpret and apply the accounting and financial reporting standards of the Chartered Professional Accountants of Canada (CPA Canada).
- Knowledge of accounting systems, financial analysis techniques, and the preparation and interpretation of financial reports and statements.
- Ability to acquire and apply knowledge of GNWT financial processes, government funding mechanisms, departmental operations, priorities, and emergency management financial frameworks.
- Ability to collaborate effectively with cross-functional teams and stakeholders to support consistent financial controls, data integrity, reporting, audit readiness, and organizational objectives.
- Ability to complete Incident Command System (ICS) training relevant to the duties and responsibilities of the Finance Section on IMTs.
Key Qualifications:
Bachelors degree in a related field (commerce, business administration, accounting, finance or economics), and three (3) years of experience in financial accounting and financial management.
Acceptable Equivalencies:
Diploma in related field and five (5) years of experience in financial accounting and financial management;
Or
Masters in related field and one (1) year of experience in financial accounting and financial management.
