We are seeking an experienced and dedicated HSE Manager to lead our health, safety, and environmental programs and help ensure every employee returns home safely each day.
The HSE Manager will be responsible for developing, implementing, and continuously improving the company's Health, Safety, and Environmental Management System. This individual will provide leadership, guidance, and support to project teams, ensuring compliance with regulatory requirements, company standards, and industry best practices.
The successful candidate will work closely with management, supervisors, employees, clients, and regulatory agencies to promote a proactive safety culture across multiple heavy civil construction projects.
Key Responsibilities
· Lead the company's health, safety, and environmental programs throughout all operations.
· Develop, implement, and maintain HSE policies, procedures, and safe work practices.
· Ensure compliance with Occupational Health and Safety legislation, environmental regulations, and client requirements.
· Conduct regular site inspections, audits, and risk assessments.
· Investigate incidents, near misses, and property damage events; identify root causes and implement corrective actions.
· Monitor and track safety performance metrics and prepare reports for senior leadership.
· Facilitate hazard identification, job hazard assessments, and risk mitigation strategies.
· Deliver safety orientations, training programs, and competency assessments.
· Support project teams in developing project-specific health, safety, and environmental plans.
· Coordinate return-to-work and modified duty programs when required.
· Maintain COR® certification requirements and support continuous improvement initiatives.
· Liaise with regulatory authorities, clients, subcontractors, and external stakeholders on HSE matters.
· Promote employee engagement and participation in safety programs.
· Conduct environmental inspections and ensure compliance with environmental management requirements, permits, and approvals.
· Mentor and support site supervisors in managing safety performance and accountability.
Required Skills and Qualifications
· Post-secondary education in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
· Minimum 5 years of progressive HSE experience within heavy civil construction, industrial, infrastructure, or resource-sector projects.
· Strong knowledge of Newfoundland and Labrador Occupational Health and Safety legislation and environmental regulations.
· Experience conducting incident investigations, inspections, audits, and risk assessments.
· Demonstrated ability to develop and implement safety management systems.
· Proficiency with Microsoft Office Suite and safety management software.
· Valid Class 5 Driver's License and ability to travel to project sites as required.
· Strong leadership and coaching abilities.
· Excellent communication and relationship-building skills.
