About the Role
We are seeking an experienced Liquidity Management Subject Matter Expert (SME) to support a major Liquidity Modernization Program within a leading financial institution, this is a 6 months contract role to begin with. This role will serve as the primary business expert for liquidity risk management, regulatory reporting, and treasury transformation initiatives. The successful candidate will lead business requirements definition, regulatory interpretation, data and reporting requirements, and target-state process design supporting key liquidity reporting frameworks including LCR, NSFR, NCCF, and FR 2052A.
This position requires deep expertise in liquidity risk management, regulatory reporting, treasury operations, and large-scale transformation programs within complex banking environments.
Key Responsibilities
- Serve as the Liquidity Management SME for enterprise liquidity modernization and regulatory reporting initiatives.
- Lead the development of detailed Business Requirements Documents (BRDs), functional requirements, use cases, process flows, and implementation documentation.
- Interpret and analyze regulatory guidance from OSFI, the Federal Reserve, and other applicable regulators to define business and reporting requirements.
- Partner with Treasury, Risk, Finance, Regulatory Reporting, Data Management, and Technology teams to translate regulatory requirements into business solutions.
- Define target-state operating models, business processes, data sourcing requirements, business rules, and reporting capabilities.
- Support modernization initiatives involving liquidity risk management platforms, treasury systems, and regulatory reporting solutions.
- Provide subject matter expertise for:
- Liquidity Coverage Ratio (LCR)
- Net Stable Funding Ratio (NSFR)
- Net Cumulative Cash Flow (NCCF)
- FR 2052A Regulatory Reporting
- Liquidity Stress Testing
- Funding Risk Management
- Contingency Funding Planning
- Intraday Liquidity Monitoring
- Lead requirements workshops, stakeholder interviews, gap assessments, and process redesign activities.
- Define and validate liquidity data requirements, data lineage, reporting controls, and governance processes.
- Support solution design reviews, user acceptance testing (UAT), validation activities, and implementation readiness.
- Collaborate with technology teams to ensure successful delivery of liquidity reporting and risk management capabilities.
Required Qualifications
Must-Have Skills & Experience
- 5+ years of experience in Liquidity Risk Management, Treasury, Regulatory Reporting, or related banking functions.
- Deep expertise supporting liquidity regulatory reporting frameworks including:
- LCR
- NSFR
- NCCF
- FR 2052A
- Strong understanding of regulatory expectations from OSFI, the Federal Reserve, and global banking regulators.
- Proven experience translating regulatory requirements into detailed BRDs, functional specifications, process flows, and implementation artifacts.
- Extensive experience supporting treasury transformation, liquidity modernization, or regulatory reporting initiatives.
- Strong knowledge of:
- Liquidity stress testing
- Cash flow forecasting and modeling
- Funding and liquidity risk management
- Contingency funding planning
- Intraday liquidity monitoring
- Deep understanding of balance sheet products and regulatory treatment including:
- Retail and commercial deposits
- Wholesale funding
- Repo and Securities Financing Transactions (SFTs)
- Derivatives
- Collateral management
- Liquidity stress assumptions
- Demonstrated ability to work effectively with Treasury, Risk, Finance, Technology, and Regulatory Reporting stakeholders.
- Experience supporting UAT, business validation, implementation, and post-production stabilization activities.
- Excellent communication, stakeholder management, and documentation skills.
Preferred Qualifications
- Experience with treasury and liquidity management platforms.
- Knowledge of BCBS 248 and global liquidity risk management practices.
- Experience with enterprise data programs and regulatory data governance initiatives.
- Familiarity with Agile, Waterfall, or hybrid delivery methodologies.
- Professional certifications such as CFA, FRM, PRM, CBAP, or equivalent are considered an asset.
Pay: From $95.00 per hour
Work Location: Hybrid remote in Toronto, ON (Toronto District)
