SUMMARY:
The Mental Health Lead & Senior Manager of Mental Health Services provides strategic leadership for the Board’s student mental health and wellbeing portfolio. The position is responsible for the development, implementation, monitoring, and evaluation of the Board’s Three-Year Mental Health and Addictions Prevention Strategy and Annual Mental Health and Addictions Prevention Action Plan, ensuring alignment with the Board’s Student Achievement Plan, Multi-Year Strategic Plan, Ministry of Education priorities, and Policy/Program Memorandum 169 (PPM 169).
The Mental Health Lead and Senior Manager of Mental Health Services is responsible for advancing a comprehensive, tiered approach to student mental health and wellbeing through leadership of mental health promotion, prevention, early intervention, specialized mental health services, and collaborative pathways to care. The role provides strategic oversight of student mental health services, supervises regulated mental health professionals, and works collaboratively across departments, schools, community agencies, hospitals, public health, and provincial partners to strengthen a coordinated system of care for children and youth.
RESPONSIBILITIES AND DUTIES:
- Provide strategic leadership for the implementation, monitoring, evaluation, and continuous improvement of the Board’s Mental Health and Addictions Prevention Strategy in alignment with PPM 169, School Mental Health Ontario (SMH-ON) guidance, Ministry priorities, and Board goals.
- Lead the Mental Health Leadership Team and collaborate with senior administration to establish system priorities, goals, and implementation plans that support student mental health, wellbeing, and achievement.
- Provide leadership and oversight for a comprehensive continuum of mental health promotion, prevention, early intervention, and specialized mental health supports utilizing a Multi-Tiered System of Supports (MTSS) framework.
- Provide clinical and administrative supervision to regulated mental health professionals, including consultation on complex cases, risk assessment and management, crisis response, suicide prevention, violence threat risk assessment, ethical decision-making, and treatment planning.
- Lead the development, implementation, and evaluation of service delivery models, clinical practices, referral pathways, and protocols that support equitable access to mental health services.
- Strengthen organizational capacity through the design, coordination, and delivery of professional learning and training for educators, school leaders, support staff, and mental health professionals related to student mental health, wellbeing, and safety.
- Support the implementation of mandatory student mental health literacy learning and other evidence-informed mental health promotion initiatives.
- Utilize data, outcome measures, implementation science, and measurement-based care to evaluate programs, monitor service effectiveness, identify trends, inform strategic decision-making, and advance evidence-informed clinical practice.
- Foster meaningful student, parent/caregiver, and community engagement to inform mental health planning, service development, and continuous improvement.
- Develop and maintain collaborative partnerships with community mental health agencies, hospitals, public health, child welfare, and other stakeholders to strengthen coordinated systems of care for children and youth.
- Represent the Board on regional, provincial, and cross-sector committees, working groups, and initiatives related to student mental health, wellbeing, and system planning.
- Participate in provincial Mental Health Lead learning, implementation activities, and Ministry initiatives to inform local planning and contribute to provincial system improvement.
- Prepare reports, presentations, strategic planning documents for senior administration, trustees, the Ministry of Education, School Mental Health Ontario, and community partners as needed.
- Other duties as assigned by the Superintendent responsible for Student Mental Health Services.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Completion of a Graduate degree in a regulated mental health discipline with specialization in children and youth mental health
- Current registration and membership in good standing with the applicable regulatory college.
- Minimum of five (5) years of progressive leadership experience within child and youth mental health services, with supervision of professional staff and/or system level leadership responsibilities.
- Demonstrated experience leading strategic planning, implementation, evaluation, and organizational change initiatives related to children and youth mental health, addictions, suicide prevention, crisis response, and evidence-informed intervention approaches.
- Experience supervising regulated mental health professionals and supporting evidence-informed clinical practice.
- Demonstrated commitment to equity, inclusion, anti-oppressive practice, and culturally responsive approaches to supporting diverse student populations.
- Experience designing and facilitating professional learning for multi-disciplinary teams, related to student mental health and wellbeing.
- Strong knowledge of relevant legislation, Ministry policies, privacy requirements, and professional standards related to education and mental health service delivery.
- Demonstrated ability to build collaborative relationships and work effectively across disciplines and organizational levels, including school administrators, superintendents, educators, mental health professionals, school-based teams, and community partners, to advance student mental health, well-being, and system priorities.
- Demonstrated ability to build collaborative partnerships across community service providers including health, developmental, and other social service sectors.
- Experience providing and/or facilitating adult learning, professional learning and training
- Experience working within the education sector and/or school board environment is an asset.
- Valid driver’s license and access to reliable transportation.
