The expected starting base salary for this position is $97,226 to $102,086 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing
The Licensing Advisor, Licensing Cases (Licensing Advisor, LC) conducts investigations for complex licensing applications for all four designations of nursing (Licensed Practical Nurses, Registered Nurses, Registered Psychiatric Nurses, and Nurse Practitioners) and Midwives. The Licensing Advisor, LC ensures complex licensing cases are managed in accordance with the Health Professions and Occupations Act, BCCNM Bylaws, Human Rights, and other legislation, BCCNM policies and procedures, and the principles of natural justice and procedural fairness.
Key responsibilities include:
- Investigates applicants’ qualifications, education, experience, and regulatory and criminal history, in complex cases to determine whether it is appropriate for the applicant to be licensed and, if so, whether licensing limits or conditions are required. Responsible for investigating applicants for all classes of licensure for midwives and the four nursing designations with high complexity/risk profiles. Also investigates when evidence suggests a licensee misrepresented, or omitted, information on their application and determines whether to recommend revocation of their licence.
- Ensures fair, consistent, and appropriate application of legislative requirements, BCCNM Bylaws, and licensing policies in the investigation of complex applications for licensure.
- Identifies, collects, and analyzes appropriate/relevant evidence including court documents, documentation from educational institution(s), employers, medical professionals, and other regulatory bodies, and conducts witness/applicant interviews, depending on the case.
- Synthesizes information and prepares reports with analysis and recommendations for presentation to the Deputy Registrar, Licensing and/or the Licence Committee for decision.
- Prepares decision letters on behalf of the Deputy Registrar, Licensing and/or the Licence Committee.
- As an Evaluator, appointed by the Licence Committee, conducts equivalency determinations of applicants’ knowledge, skills, ability, and judgment to determine if they are substantially equivalent to those expected of a new graduate of a BCCNM recognized program, and communicates the results to applicants, including advising of any transitional education or experience identified which would address the gaps.
- Provides advice and guidance to the Licensing Assessors, and with the other members of the Licensing Cases Team assigns cases requiring investigation.
- Makes recommendations to the Director, Licensing Cases, the Licensing Consultant, and the Deputy Registrar, Licensing for policy changes, and identifies areas for bylaw needs/revisions/updates for the Licensing program; develops, documents, and implements work processes related to the application and licensing process.
- Collaborates with the Professional Conduct Review Team on applications involving current or previous complaints regarding an applicant’s practice.
- Interprets licensing policies, processes, and bylaws, particularly related to complex cases, for staff and applicants, licensees, and other stakeholders, including union and legal representatives.
- Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.
Your education & skills:
- Bachelor’s degree in a health-related program (e.g. public health, health administration, or nursing), Arts, or Business, or equivalent combination of relevant education and work experience related to health regulation or administration.
- A minimum of five years of experience working with legislation, bylaws, policies, and procedures, ideally in a regulatory environment.
- Excellent oral, written, and interpersonal skills to interpret BCCNM’s Bylaws, policies, and processes regarding registration, to communicate complex information to registrants, applicants and stakeholders, and present evidence to the Deputy Registrar, Licensing, and the Licence Committee.
- Experience preparing, planning, and conducting investigations is an asset.
- Proven ability to analyze complex and detailed information, identify relevant evidence, and prepare succinct and comprehensive reports.
- Strong interpersonal, conflict management, and mediation/resolution skills required to manage challenging situations professionally.
- Ability to deal with sensitive information in a professional manner.
- Proven ability to think critically and problem solve.
- Demonstrated organizational skills and a strong attention to detail.
- Ability to work effectively in teams and independently.
- Intermediate to advanced knowledge and experience using current versions of MS Office, MS CRM Dynamics, and MS SharePoint. Experience accessing web and search engines, and ability to adapt to organization-specific databases.
- Demonstrated understanding of diversity, inclusion, and cultural humility as they apply to nursing and midwifery practice and health care.
- Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility to constructively disrupt indigenous-specific racism in BC’s health care system.
