PRIMARY PURPOSE
Collaboratively leads the development of the over-arching enterprise strategy and framework for psychological health, safety and wellness initiatives and programs to support and foster a psychologically healthy and safe workplace. Oversees design, development and implementation of plans, initiatives and programs to promote a psychologically healthy and safe workplace at TransLink. Works collaboratively with key stakeholders at operating companies, contributing subject matter expertise alongside partner insights.
KEY ACCOUNTABILITIES
Leads and collaborates with the operating companies on the development, improvement and sustainment of the overarching strategy and framework for psychological health, safety and wellness in collaboration with senior leaders across the enterprise.
Leads the design, development and implementation of plans, initiatives, and programs and integration into the Safety Management System to promote a psychologically healthy and safe workplace at TransLink.
Provides senior level expertise and support on psychological health, safety and wellness practices and leadership on approved psychological health and safety policies and framework, aligned with the Psychological Health, Safety and Wellness in WorkSafeBC regulations, the Workplace National Standard, and other industry standards. Identifies and evaluates programs, policies and workplace practices that may affect psychological health, safety and wellness.
Develops, implements and monitors programs and their effectiveness in compliance with policies, regulations and accepted standards, principles and practices at TransLink ensuring the design and delivery, addresses gaps and emerging business needs. Advises management on changes and improvements to policies and procedures. Responsible for the management of psychological health and safety risks and ensuring risk mitigation plans and strategies are in place and reported.
Works collaboratively with key stakeholders at operating companies in providing overall support and guidance on psychological health, safety and wellness programs and initiatives in alignment with the enterprise framework and supports implementation of the necessary controls to identify and mitigate risks and ensure compliance with policies and regulatory requirements. Identifies both enterprise alignment strategies and operating company unique operational requirements and adjusts framework in the spirit of engagement and collaboration for the organization as a whole.
Participates in external research to maintain awareness of changing legislative requirements, emerging trends and best practices related to psychological health, safety and wellness and recommends strategic process improvement opportunities to enhance enterprise programs, initiatives and services.
Leads development and may deliver training to leadership on psychological legal and regulatory requirements. Manages the promotion of psychological health, safety and wellness programs at TransLink including crisis response processes, employee onboarding and recovery at work processes to ensure ongoing employee awareness.
Develops approach in assessing program effectiveness at TransLink monitoring program development and performance in addressing the business and regulatory needs. Assesses the impact of current trends and practices on business plans, develops and monitors metrics and KPI’s, prepares and presents recommendations, completes corrective actions/audit findings, reports and communications to senior management and other key stakeholders.
Participates as a member in various joint committees, working groups and processes, providing expertise and guidance to ensure compliance with Psychological Health, Safety and Wellness regulations, standards and best management practices.
Establishes and maintains relationships with internal stakeholders to solicit feedback and identify opportunities and practical solutions for supporting psychological health, safety and wellness. Establishes and maintains relationships with external stakeholders and subject matter experts, to identify best practices and advocate/partner with industry and community stakeholders to increase awareness of issues related to psychological health and wellness in the workplace.
Manages reporting staff, including recruitment, selection, development, coaching, performance management and other people management practices. Develops department goals and work plans, implementing processes and procedures, and leading optimized service delivery, while overseeing the department budget.
Participates in emergency response and recovery activities related to high-profile incidents, including labour disruptions and major disasters for TransLink Corporate and the TransLink Enterprise, participates in the Emergency Coordination Centre as required. Supports the psychological health and safety of personnel during emergencies which may occur outside of normal working hours as required.
