Position Objective:
Reporting to the Capital Projects and Engineering Manager, the Project Specialist will be responsible for assigned Capital Projects in the department.
The Project Specialist is responsible for initiation, planning, design, risk assessment and delivery of major building retrofits, building renovations, manufacturing equipment retrofits and installation of new equipment.
They are responsible for conducting effective meetings with the project sponsor, understand all requirements of the project, gather all relative information to successfully complete the project and build a detail scope of work.
At the start of a project, they will develop a Project Charter to describe the purpose of the project. Then a Business Justification will be completed with input from the appropriate department to gather accurate information to support the project. Finally, the Project Authorization Request (PAR) will be prepared to get formal approval.
Prepare complete RFQs for various contractors to submit bids
Monitor project progress and set deadlines and milestones. Deal with issues that may arise throughout the life of the project.
Track all spending and ensure the budget cost is recorded for final close out. Work closely with the Finance department for accurate spending throughout the life of the project.
Provide updates to the project sponsor, Capital Projects Manager, and other stake holders.
Perform a complete project close out and turn over documents.
DUTIES AND RESPONSIBILITES:
- Provide project leadership and coordination of internal and external project teams to deliver multiple simultaneous construction, infrastructure and major capital equipment installation projects following the engineering codes and standards and the internal project management process.
- Manage the development of conceptual design, research and coordination of regulatory requirements, requirements gathering, financial analysis and project business case development.
- Lead the preparation and/or review of technical documentation: technical requirements. scope of work, procurement plans, specifications documents, design documents, drawings, and commissioning documents.
- Perform contract management, manage, and supervise consultants and contractors work, monitor vendor and contractors design, fabrication, and site installation activities.
- Develop project charters, scope statements, work breakdown structures, project schedule, budget plans, communication plans, risk plans, project plan presentations, project close out documents and lessons learned.
- Perform time and cost management of the project including cost and schedule forecasting, setting baselines, project change control and project reporting.
- Coordinate tender meetings, conduct technical and commercial proposals evaluations, and contract negotiations to procure consultants and contractors services.
- Perform duties and responsibilities in a manner compliant with ISO 9001 and SQF 2000 standards.

QUALIFICATIONS:
- The successful candidate should have a minimum of 10 years related experience in the field of engineering and project management and a combination of technical and practical knowledge and experience related to the skills required to perform the duties of the position including: or
- B.Sc. in Mechanical, Electrical or Structural Engineering. Must be a registered Professional Engineer, EIT or eligible for registration with APEGM.
- Consideration will be given to candidates who holds an Engineering Technology Diploma from a recognized Canadian College and has worked in that field for a minimum of 10 years.
- Certification and/or diploma in Project Management. PMP designation or working towards achieving the PMP designation is preferred.
- Project management experience related to major building retrofits and complex manufacturing equipment projects within the scope of work, schedule, and budget.
- Comprehensive knowledge of design, development and delivery processes, construction techniques, building code, procurement strategies, project tendering, and construction contract management.
- Strong computer skills including at a minimum, Word, Power Point, Excel, MS Project, AutoCAD. Knowledge of other software graphic design is considered an asset.
- Able to handle multiple projects concurrently, multi-task, conform to shifting priorities, demands and tight deadlines.
- Ability to analyze and solve complex and challenging issues, strategize, risk management, and make effective decisions.
- Working knowledge of construction Workplace Safety and Health Act and Regulations.
- Able to read and analyze building plans, demonstrate analytical and problem-solving capabilities in the construction field.
- For internal candidates, a minimum of 5 years working at Winpak is required.
