The Ministry of Primary and Preventive Health Services (PPHS) is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes and maintaining fiscal responsibility.

Within PPHS, the Pharmaceutical and Supplementary Benefits (PSB) Division plays a key role in supporting Albertans' access to health services and benefits. The division provides governance for, and oversees the administration of:

The Alberta Health Care Insurance Plan
Remuneration systems and claims processing for physicians and allied health professionals
Interprovincial reciprocal financial arrangements
Provincial pharmaceutical policy, programs, and benefits
Provincial laboratory and diagnostic imaging policy, planning, performance oversight, and governance

Role Responsibilities

The PSB Division is seeking experienced and strategic leaders to fill two Director positions: Director, Clinical Support and Director, Registration Services. These roles offer the opportunity to lead complex initiatives, influence provincial policy and service delivery, build strong stakeholder relationships, and contribute to a sustainable, high-performing health system that serves Albertans now and into the future.

Director, Clinical Support
Key Responsibilities:

Provide strategic leadership for provincial clinical support programs, including laboratory and diagnostic imaging policy, planning, and performance oversight.
Lead the development, implementation, and evaluation of policies, strategies, and initiatives that enhance quality, access, and outcomes across the health system.
Lead cross-Ministry and cross-sector initiatives and foster integration across the diagnostic imaging and laboratory services continuum to improve appropriateness, coordination, and patient outcomes.
Collaborate with the Ministry of Hospital and Surgical Service, Acute Care Alberta, Primary Care Alberta, Alberta Health Services, Covenant Health, regulatory colleges, and other health system partners to advance provincial priorities and improve service delivery.
Oversee performance measurement, reporting, and continuous improvement initiatives to support evidence-based decision-making and accountability.
Build and maintain strong stakeholder relationships while leading complex issues management, planning, and change initiatives within Alberta’s heath system.
Champion innovation, and modernization transformation initiatives to improve patient access, service integration, and operational efficiency.

Director, Registration Services
Key Responsibilities:

Provide strategic leadership for the administration and continuous improvement of the Alberta Health Care Insurance Plan (AHCIP) registration program and services.
Lead the development, implementation, and evaluation of operational policies, procedures, and legislative initiatives that support program integrity and service excellence.
Oversee agreements, contracts, and partnerships with external stakeholders, ensuring compliance with legislative, privacy, and data-sharing requirements.
Build strong relationships with government ministries, service providers, and stakeholders to advance strategic priorities and improve service delivery.
Lead business transformation and system modernization initiatives to improve program delivery, operational effectiveness, and client service.

Qualifications

University graduation in a related field (Public Administration, Medicine, Social Science, Medical Laboratory Science, Business or Public Health) supplemented by seven years of progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.

Assets:

Experience leading policy, program, and/or operational initiatives in a health care, health insurance, or public sector environment.
Knowledge of Alberta’s health system, legislation, privacy requirements, and stakeholder landscape.
Experience with business transformation, change management, data governance, and performance measurement.
Demonstrated ability to build partnerships, influence decision-making, and lead complex stakeholder engagement processes.
Government experience and/or a master’s degree in a related field are considered assets.

Hours of work are 08:15 a.m. to 4:30 p.m., Monday to Friday.

This competition will be used to fill two (2) full-time permanent Director positions, working 36.25 hours per week, located in downtown Edmonton.
