Reports to the Managing Director, City Planning & City Planner. Responsible for developing and maintaining London’s Smart City Strategy and creating plans, policies, and programs to implement it. Provides leadership and directs the work of a multi-disciplinary team of professionals.

Fosters a culture of smart city thinking within the Corporation of the City of London; explores opportunities to deliver City services more efficiently and effectively through business value-driven initiatives; develops partnerships with members of the private sector, utilities, educational institutions and others within the London community; facilitates the development of innovation and smart city initiatives to achieve economic, environmental and social benefits for London.

Promotes the City of London as a Smart City that fosters creativity, innovation and partnerships. Collaborates with other service areas within the Corporation, and organizations and individuals within the community, to facilitate smart city initiatives.

Work Performed
Provides leadership and guidance, in collaboration with Information Technology Services and other Service Areas, regarding the Smart City Strategy and initiatives.
Manages employees, to include recruiting, training, setting clear job expectations and conducting performance appraisals. In addition the role will coach employees for growth and development.
Oversees processes and makes hiring decisions relating to staff within the Smart City Office.
Ensures that health and safety requirements are established, monitored, documented and achieved within the Smart City Office.
Working with the Smart City Governance Team, sets the goals, objectives and direction and final work program for the Smart City Office and oversees the delivery of this work program to ensure that it is delivered with excellence, on time and within budget.
Provides direction to Smart City Office staff members on a variety of projects, research initiatives, reports, presentations, and programs. Reviews, edits and signs off on all reports and related recommendations prior to submission to the City Planner.
Guides Smart City Office staff on project management considerations, priorities and the approach taken on London’s Smart City Strategy.
Responsible for the oversight, organization, and ongoing mobilization of the Smart City Steering Committee.
Delivers smart city events, education, engagement and community mobilization initiatives relating to smart city initiatives.
Facilitates connections and opportunities for innovation between business, government, utilities, institutions, academia and others.
Together with the Smart City Governance Team, leads the development, implementation and maintenance of London’s Smart City Strategy. Continuously measures, monitors and updates the Smart City Strategy and initiatives to assess effectiveness, adapt to new technologies and ensure that London remains competitive as a smart city.
Works to develop a culture of smart city thinking throughout the Corporation of the City of London and within the larger community.
Leads a team that acts as the resource to other services areas to facilitate Smart City thinking as it relates to their business planning, service delivery, best smart city practices and the integration of smart city features within projects and programs. Acts as a resource and subject matter expert on Smart City processes, technologies, analyses and business solutions.
Works with service areas to assess business readiness for smart city technologies and collaborates with Information Technology services to establish smart city priorities that may require IT resources.
Maintains knowledge of, and coordination with, existing corporate structures, policies and practices to support the implementation of the Smart City Strategy and to deliver smart city initiatives.
Oversees the services contracted to consultants in terms of performance, timelines and budget; manages and oversees the Request for Proposal process (and other RFX processes as it relates to Smart City Strategy and initiatives).
Makes presentations and engages citizen groups, special interest groups, business and professional organizations regarding London’s Smart City Strategy. Develops strong, collaborative working relationships with a number of stakeholders both internally and externally.
Liaises with government officials, academic and business professionals, consultants, and the general public. Keeps abreast of provincial and federal policies, regulations, legislation, initiatives and funding opportunities which relate to divisional and departmental initiatives.
Oversees the City Planning GIS portfolio and work program.
Works to integrate smart city infrastructure and technologies into new development and city building projects.
Coordinates with other service areas to support City of London initiatives in association with Open Data, Business Intelligence and Analytics.
Facilitates the use of municipal assets and infrastructure to test, pilot and prototype smart city initiatives.
Helps smart city innovators to navigate city organizational structures, policies, and regulations to facilitate the development of private sector smart city initiatives.
Promotes London as a smart city, offering an innovative spirit, robust smart city infrastructure and a city culture eager to support and facilitate smart city initiatives.
Seeks out and applies for external funding opportunities for smart city initiatives.
Maintains current understanding and knowledge of technology and programs related to spatial data management, analysis, visualization, presentation and interaction.
Assists the Managing Director, Planning and City Planner in the preparation of budget and associated background materials and business cases for the Smart City Office and its initiatives.
Prepares reports with recommendations regarding smart city initiatives and attends and makes presentations to City Council and other standing committees as required.
Participates with other division heads and the Managing Director, City Planning and City Planner as an administrative management team in the formulation of administrative policies and practices for the City Planning Service Area.
Performs related duties as assigned.

Qualifications
Bachelors Degree in Planning, Computer Science, Engineering, Science or other technology-related discipline with courses relevant to smart city planning and implementation.
Minimum of seven (7) to ten (10) years of progressively responsible experience in related work. Well qualified individuals with less experience may also be considered.
Minimum of three (3) years of experience managing people, processes, ideation and implementation.
Project management experience. Project Management Professional designation is an asset.

Knowledge of smart city technology and initiatives.
Knowledge of existing and emergent information and communication technology infrastructure.
Knowledge of data collection, data storage, data analytics and data distribution techniques that support a smart city.
Advanced analytical and problem solving skills.
Demonstrated customer service skills to promote cooperation and collaboration both within and external to the organization.

Compensation Range $94,762 to $128,935
