About the Opportunity
We are currently recruiting for an existing vacancy with a well-established organization in Ottawa for a Manager, Pay & Benefits. This leadership role is responsible for overseeing payroll operations, benefits administration, and HR legislative compliance across Ontario and Quebec.
The Manager will ensure the accuracy, timeliness, and integrity of all payroll and benefits activities while strengthening internal controls, audit readiness, and regulatory compliance frameworks. This position combines strategic oversight with hands-on operational leadership in a high-volume, deadline-driven environment.
Duties include but are not limited to:
Leading and developing a small payroll and benefits team, including workload planning, coaching, and cross-training
Overseeing full-cycle payroll processing for Ontario and Quebec, including reconciliations, remittances, and year-end reporting (T4/T4A/RL-1)
Ensuring compliance with provincial and federal legislation including the Employment Standards Act, Pay Equity Act, Act Respecting Industrial Accidents and Occupational Diseases (CNESST framework), and requirements from the Canada Revenue Agency and Revenu Québec
Interpreting collective agreements and ensuring payroll practices align with contractual obligations
Acting as subject-matter expert on payroll compliance, internal controls, and regulatory risk mitigation
Overseeing HRIS and payroll system governance, including upgrades, integrations, testing, and data validation
Collaborating with HR, Finance, and IT to support system enhancements and data integrity
Preparing recurring and ad hoc reporting related to payroll accuracy, remittances, workforce costs, and compliance metrics
Supporting internal and external audits and maintaining audit-ready documentation
Enhancing SOPs, workflows, and internal controls in alignment with best practices from the National Payroll Institute
Overseeing benefits administration, eligibility accuracy, and carrier coordination
About You
The successful candidate will have the following:
Undergraduate degree in HR, Business Administration, Finance, Accounting, or related field
PCP designation (required); PLP designation (preferred)
Minimum 7 years of progressive payroll and benefits experience, including leadership responsibilities
Demonstrated experience managing multi-jurisdictional payroll (Ontario & Quebec)
Strong knowledge of payroll legislation, statutory remittances, and year-end processing
Experience working in unionized environments and interpreting collective agreements
Strong understanding of internal controls, audit processes, and compliance frameworks
Advanced Excel skills and strong analytical capability
High level of discretion and professionalism when handling confidential information
Ability to manage competing priorities in a high-volume, deadline-driven environment
Candidates must be eligible to obtain and maintain a Government of Canada Secret security clearance.

Salary: Starting at approximately $98,000 annually
