Reporting to the Director Fraud Management, leads the Intelligence Operations unit with a focus on assessment of the fraud program tools and technology, the building of counter-fraud solutions and strategies to enable our fraud detection program, and the provision of analytical products to support risk assessment and investigations. Provides oversight and strategic leadership to the Intelligence team and contributes to the overall management of the fraud program.
Oversees a team of Intelligence and Detection Analysts, responsible for providing analytical and data products through the investigative cycle;
Delivers on the strategic objectives of the Fraud Management program;
Responsible for ongoing analysis of existing strategies to ensure continued mitigation of both existing and newly emerging risks within the changing fraud landscape;
Responsible for fraud detection technology and analytical strategies, particularly through claims data; identification, development, implementation and operationalization of new technology and strategies while providing strong change leadership to the team;
Generates data-based insights, identifies and translates key elements into actionable intelligence;
Provides leadership and vision on data strategy as it applies to fraud risk management; Develops strong relationships with key stakeholders;
Acts as subject matter expert on fraud risk and detection, intelligence and analytical techniques and best practices;
Responsible for the development and execution of analytical and statistical methods, processes, policy, and best practices;
Responsible for training plans, development, mentoring/coaching of staff; hiring and performance management processes;
Fosters a continuous improvement mindset within the team and identifies opportunities;
Stays current on industry, fraud, risk, and technology trends.
Qualifications and Competencies:
Post-secondary degree with training in statistics methods or research methods; 40 hours training in a recognized intelligence program;
Masters of Intelligence Studies (or equivalent training) is preferred.
7-10 years in a data or intelligence role, with at least 3 years in a leadership capacity;
Understanding of data extraction and manipulation, intelligence analysis, modeled/predictive analytics; proven ability to draw insights from data;
Demonstrated experience implementing solutions in data analysis;
Demonstrated ability to manage projects;
Adaptability and agility; ability to champion change;
Excellent analytical, problem solving and decision-making skills;
Advanced Microsoft Office Skills (Excel - Pivot Tables, functions, etc.; Word; PowerPoint; Access);
Superior written and verbal communication;
Highly organized and able to multi-task in a fast-paced environment;
Experience working in an operational criminal or security intelligence environment an asset;
An understanding of health and dental insurance/data an asset;
Bilingual English-French an asset;
Enhanced Security Screening is a requirement of this position.
