The Catholic Centre for immigrants (CCI) has been serving refugees and immigrants for more than 65 years. CCI is a bridge between the 7,000 immigrants and refugees who come to Ottawa each year and the community. We provide programs and services to help newcomers settle and integrate. We also work in the community to promote the value of a diverse and more welcoming community for all.
POSITION SUMMARY
Under the direction of the Director of Transitional Housing Department, this role will ensure that all housing programs and services are delivered in line with CCI's mission, adhere to established standards, and meet the needs of the vulnerable populations served. The Program Manager is responsible for the daily management and operations of the transitional housing programs.

Hourly rate: $40.44

MAIN DUTIES & RESPONSIBILITIES
Under the direction of the Director of Transitional Housing, the Program Manager will:
- Oversee the day-to-day operations of transitional housing facilities, ensuring smooth and effective service delivery.
- Assist the Director to draft, implement and monitor operational policies and procedures to ensure compliance with safety and regulatory standards.
- Address operational issues and optimize resource utilization in coordination with the Director.
- Ensure that settlement and housing services, crisis counselling and other programs and services are delivered efficiently and effectively, meeting the needs of residents.
- Conduct annual performance reviews, provide feedback, and ensure staff training for effective responsibility handling. Facilitate meetings and professional development opportunities.
- Implement and monitor program strategies aligned with CCI’s mission. Analyze data to assess program effectiveness and identify improvement areas. Ensure timely, high-quality client services and compliance with regulatory requirements.
- Address client concerns promptly, collaborate with service providers for comprehensive support, and maintain effective service delivery.
- Prepare reports on program performance, budget, and metrics for the Director. Conduct regular audits and reviews to ensure adherence to standards.
- Build and maintain relationships with community agencies, stakeholders, and external partners. Represent CCI in transitional housing and community service meetings and strengthen program partnerships.
- Develop and implement crisis response plans, train staff on emergency procedures, and manage crises effectively in coordination with partner agencies whenever necessary
QUALIFICATIONS
The Program Manager understands and supports CCI’s mission and has experience in managing and coordinating housing programs. This position requires strong organizational and leadership skills, excellent communication abilities, and a commitment to providing high-quality services to newcomers.

Post-secondary education in a Human Services field or an equivalent combination of education and experience.
- Minimum 3 years of experience in program management and coordination, with a focus on Housing Programs or related fields.
- Proven ability to manage staff, oversee operations, and implement program strategies.
- Knowledge of regulatory standards and best practices in transitional housing.
- Excellent organizational and time management skills, with the ability to prioritize and manage multiple tasks.
- Strong interpersonal skills, with the ability to build and maintain relationships with staff, clients, and stakeholders.
- Proficiency in Microsoft Office 365 and familiarity with office systems and procedures.
- Ability to work independently and as part of a team in a dynamic, fast-paced environment.
- Fluency in oral and written English is required. Fluency in other languages is an asset
