We’re looking for an eager and fast-learning Technical Lead that will work in a team environment to provide technical expertise developing, maintaining and implementing and authoring multiple RFP’s in tandem with their Contracts team. The successful candidate will be responsible for writing RFP’s and soliciting vendors to fulfill their technical roadmaps in order to create a multi-lingual product for a Nationwide application. They will be responsible for understanding and describing the technical architecture changes which are likely, soliciting bids to inform the architectural view, completing quantitative reviews of responses, scoring matrix’s, etc. with multiple vendors in order to select the successful partner. This role is a 50/50 split between technical and functional.
You’ll call on a diverse set of skills for the back-end development of our application as well as multiple mini projects that need to be completed. You will be assessing the current path and platform, comparing it to best practices for cloud native applications and patterns, and in turn, will move the needle for all cloud architecture needed to successfully deliver this program. This role will consist of developing using Java, platform monitoring, as well as some architecting. The projects consist of containerizing software that will be used in a pharmacy to know the suitability of dispensing a drug based on a certain patient profile, as well as creating enterprise storage applications against cloud storage. It is required that this candidate has experience with cloud native design patterns for this program to be successful.

Education and Experience
Undergraduate degree in Computer Science or a combination of equivalent experience with a college diploma
10+ years’ experience with a strong background in modern software engineering and architecture
5+ years’ experience with Java development
Strong understanding of best practices creating/working with Microservices in Springboot framework
Experience with Cloud Native Design Patterns. Cloud experience (preferably GCP and PCF). Strong understanding of Cloud API’s and scalability
Spring Framework Experience
Experience with Java servers (Tomcat as a Service, WebSphere, etc)
Strong testing framework experience (J-Unit, automated testing and performance testing)
Deep experience with modern scalable web application architecture
Extensive experience writing and running RFPs
Strong vendor management experience
Strong Program Management experience
Deep technical full stack application architecture knowledge
Strong technical road mapping skills
An understanding of development on distributed systems operating at scale
API creation and RESTful services with API Gateways and asynchronous and synchronous microservices
Relational (MySQL, Oracle, DB2, SQL Server) database experience
Experience working with CI/CD pipelines (Jenkins, Git) and artifact repositories (Nexus, Artifactory, etc.)
Analyze, plan and develop requirements and standards in reference to scheduled projects and initiatives as per agile practices
Assign and oversee the daily tasks of technical personnel while ensuring all engineers/developers are actively working toward established milestones
Hold regular technical team meetings to determine progress and address any questions or challenges regarding projects
Determine and define clear deliverables, roles and responsibilities for staff members required for specific projects or initiatives
Research and evaluate hardware and software technology options and weigh the cost/benefit analysis when making large purchases on behalf of the company
Recruit and train exceptional employees to fulfill posted positions within the technical department
Update and maintain all production technologies ensuring proper maintenance and installation
Other Skills and Requirements
Bilingual (French) – strongly preferred
Experience with RFP bidding sites and response management
eHealth system experience
Demonstrated understanding of Project Management processes, strategies and methods
Excellent time management and organizational skills and experience establishing guidelines in these areas for others
Strong sense of personal accountability regarding decision-making and supervising department teams
Experience working in a high-level collaborative environment and promoting a teamwork mentality
Managerial experience applying analytical thinking and problem-solving skills
Ability to predict challenges and seek to proactively head-off obstacles
Experience in agile teams with daily stand-ups and a high degree of personal accountability
Knowledge of Modern DevOps principles and exposure to Ansible and Terraform
Experience with Docker, Kubernetes, or Kubernetes-based platforms
Experience with PaaS solutions such as Pivotal Cloud Foundry or OpenShift
NoSQL (MongoDB, Redis, Firebase, etc.) database experience
