SUMMARY OF DUTIES
Responsible for the procurement of a variety of simple & complex goods and services, including construction services for the Corporation in all aspects of the Contracting process. Responsibilities include developing, managing and coordinating the entire solicitation. The role involves active participation in contract negotiations to secure favorable terms, awarding contracts, drafting comprehensive contractual agreements. Additionally, reviews existing contracts regularly to ensure compliance and assess when contractual insurance risk transfer is necessary to mitigate risk for the Corporation. Serving as the primary resource for procurement and contracting expertise, provides advice and guidance to managers on procurement strategies, policies and procedures. Directly supervises and mentors one junior procurement officer, supporting their professional development and ensuring the efficient execution of procurement activities. Other duties include performing related tasks as needed to support the Corporation’s procurement objectives.
EDUCATION
- College diploma in business administration, purchasing management or in a related field, and/or an equivalent combination of education and experience;
- Attained (or working towards) a Supply Chain Management Professional (SCMP) or
- Attained (or working towards) Certified Professional Purchaser (CPPB or CPPO).
EXPERIENCE
- Can demonstrate significant and proven experience in procurement, including tendering and contract management;
KNOWLEDGE
- Sound knowledge of procurement and contract administration, including the principles and theory of supply chain management and procurement planning, as well as the associated methodologies and strategies for planning, research, analysis, consultation and evaluation;
- Solid understanding of the procedures for identifying requirements, analyzing costs, preparing invitations to tender or requests for proposals, selecting contractual terms and conditions, evaluating bids and negotiating agreement;
- Thorough knowledge and understanding of both Ingenium and federal government policies, regulations, practices and procedures related to procurement and method of supply management, in particular those involving complex goods and services contracting, and in areas where policy is not clearly defined;
- Knowledge of the mandate, organizational structure, roles and responsibilities within Ingenium, as well as knowledge of the Corporation objectives, National Museum Act, Financial Administration Act and relevant legislation, procedures and regulations related to general administration, personnel and finance;
- Knowledge of goods, services (consulting and non-consulting) lease and construction contracting are required and the ability to implement such contracts in all efficient and effective manner;
- Knowledge of the supply sources, of market trends, of availability of the goods/services included but not limited to Museum environment;
- Knowledge of best practices and procedures normally used in establishing tendering practices and procedures, negotiating, pricing and total cost analysis techniques, including basis of payment, labour, overhead and rates of profit;
- Knowledge of the construction industry and related procurement practices;
- Knowledge of contracting with commercial and industrial suppliers, evaluation of supplier capabilities.

- Strong focus on understanding and responding to client needs with urgency and professionalism;
