POSITION SUMMARY
Under general direction of the Director, Employee & Labour Relations and HR Services, the Recruitment Specialist will support the Recruitment & Talent Management function by providing full-cycle recruitment services to management portfolio including job posting development and facilitation; liaising with external stakeholders (e.g. vendors, educational institutions and niche posting boards) including international recruitment. The Recruitment Specialist acts as an advisor for St. Joseph’s Healthcare management, extended Human Resources, employees and external candidates. The Recruitment Specialist facilitates the hiring process ensuring compliance with applicable collective agreements. The Recruitment Specialist, in collaboration with hiring managers, will advise and strategize to meet appropriate staffing needs for their unit(s)/department and develop proactive approaches to fill future vacancies. The Recruitment Specialist sources qualified candidates via corporate career site and through external recruiting activities and provides metric reporting to St. Joseph's Healthcare leadership, OHA and stakeholders for ad hoc requests.
This position will assist with the OSP Program.
QUALIFICATIONS
- A Bachelors Degree in Business Administration, Human Resources and other related field
- Human Resources Management post-graduate certificate preferred
- CHRL/P designation is preferred
- 3 - 5 years demonstrated experience in a Recruitment operations and advisory capacity
- Demonstrated expertise in ATS/RMS Administration including; user and process configuration, system troubleshooting and customization (preferably with Taleo Systems)
- Demonstrated ability to build, foster and maintain constructive relationships with clients
- Demonstrated organizational, communication and interpersonal skills
- Demonstrated ability to function independently and as a member of a team dealing with multiple priorities in a complex environment
- Demonstrated ability to take initiative and provide creative solutions
- Proficiency in MS Office software programs such as Word, PowerPoint, and Excel
RESPONSIBILITIES
- Actively recruits for vacancies and fills vacancies within the recruitment portfolio
- Creates job postings and tracks vacancies through the Recruitment Management System
- Consults with Hiring Managers across portfolios to develop posting language and provide hiring support
- Administrative duties within Recruitment Management System and provides recruitment reports
- Communicate recruitment protocol, strategy and current practice to extended Human Resources, SJHH management and external stakeholders
- Maintains and analyzes statistical data as required for the support of recruitment activities, including monthly metric reporting
- Ensures all recruitment activities are handled in accordance with the Hospital's internal job competition process, including Collective Agreements and Hospital policies
- Prepares hiring packages, offers of employment, and facilitates pre-placement appointments with Human Resources and Employee Health Office
- Coordinate foreign worker hiring process including facilitating the Labour Market Impact Assessment (LMIA) application and providing appropriate documentation to Human Resources and Skills Development Canada (HRSDC) while advising stakeholders on international hiring process
- Administers employee skills testing (if applicable)
- Prepares ad hoc reporting in support of HR initiatives and in support of the Manager
- Keeps abreast of applicable labour and employment legislation
- Prepares Human Resources reports and presentations as required
- Other duties as assigned
