AREA OF RESPONSIBILITY:
Reporting to the Senior manager, Emergency Management, this position is responsible to maintain and enhance the preparedness of the Corporation and protect the safety of Brampton residents.
This role is responsible to act as a first point of contact to corporate leaders, stakeholders, residents, community groups, and the local business community for emergency management matters including subject matter expertise regarding large-scale emergencies and disasters. Accountable to provide advice and counsel on all issues relating to operational processes, policies and best practices to ensure Municipal Emergency Readiness that meet operational needs and corporate service standards.
DIRECT REPORTS TO THIS POSITION:
Supervise Emergency Management tasks performed by interns and co-op students assigned to this position, as well as volunteers working in safety patrol and emergency response support functions.
ROLE DISTINCTIONS:
Provide advisory subject matter expertise and emergency planning advice to the Corporation, stakeholders, residents, community groups, and the Brampton business community.
Coordinate, or participate in coordination, of activities implemented by the section including emergency and business continuity plan development, training, exercises, public education, special events, emergency response, and recovery following incidents.
Work in close partnership with City of Brampton divisions and external emergency response partners to develop and implement plans including; municipal operations, emergency response, business continuity and post-disaster recovery plans.
On call on a rotation basis to respond to emergencies in support of first response agencies at a scene. This role includes but is not limited to: coordination of evacuation and sheltering for affected residents, liaison with Council and Senior Management as well as city staff, supporting services, partner agencies and other key stakeholders, coordination of public information with Strategic Communication, logistical support to first response agencies on site.
During large-scale emergency situations, required to report to the Emergency Operations Centre (EOC) and coordinate various aspects in the implementation of response, recovery,and contingency plans. In such situations, will be assigned a leadership role based on the Incident Management System organizational chart on a shift rotation basis.
KEY RESPONSIBILITIES
OPERATION SUPPORT
Act as a key source of contact to the Corporation, stakeholders, residents, community groups, and the Brampton business community, to provide advice, guidance and interpretation of emergency management policies and practices as required to meet operational needs. Develops and implements comprehensive emergency education and community engagement programs for residents and businesses in the City of Brampton.
Plan, develop, evaluate, implement and test training programs and Emergency Management, Plans and its’ annexes for all City officials and staff, emergency responders and support people.
Responsible for the development, implementation and maintenance of a primary and a secondary municipal emergency operations centre (EOC), as well as a functional mobile emergency command post.
Develop and implement safety plans for large-crowd events including liaison with Festival and Special Events, Police, Security and other agencies involved in the coordination and safety of such events. This include the supervision of volunteers (CERV) assigned to the event safety patrol functions.
Participate in the diagnosis of operational issues to recommend and implement corrective action to promote program improvements to meet operational needs and corporate service standards.
Develop and maintain various tools to promote community preparedness including web presence, internal and external portals, social media and signage.
During an emergency situation, required to report to the Emergency Operations Centre (EOC) and coordinate various aspects in the implementation of contingency plans and
respond to incidents and emergencies. Will be assigned a leadership role based on the Incident Management System within the EOC on a rotation basis.
In crisis situations and smaller scale incidents, this position participates in the implementation of contingency plans and works closely with the Senior Management Team, the Manager and any task force instituted to manage such contingency plans.
As a member of the BEMO team, participates in the on-going monitoring of emergency situations in Brampton or outside that could have an impact on the City and could require the activation of the Brampton Emergency Plan.
May be called in to respond to emergencies and incidents at any time outside of normal business hours including weekends and statutory holidays. In such situation, coordinates support to first responders to ensure the safety and well-being of residents affected, to ensure emergency communications and media management, to provide liaison with Council and Corporate Leadership Team, and any other duties requested by first responders on site.
CUSTOMER SERVICE
Act as an advisory subject matter expert, provide guidance and advice to resolve customer concerns that meet customer expectations and escalate complex issues to appropriate level.
Build and maintain a relationship with cross-functional departments, team and management to ensure a thorough understanding of operational needs.
COMMUNICATION AND REPORTING
Work in close partnership with Strategic Communication Division to develop emergency and crisis communication plans.
Provide management with updates and status on issues or concerns relating to municipal emergency policies, practices and procedures as required to meet corporate service
standards. Formulates new policies or modifies existing ones as required.
Present and convey complex concepts and conditions to stakeholders; develop reports, proposals and make recommendations to management for effective decision-making.
Participate in fairs and events to promote business continuity and emergency preparedness.
Create and maintain documentation and ensure necessary sign-offs and approvals meet policies and confidentiality.
CORPORATE CONTRIBUTION
Conduct research and analysis using internal and external resources to gain insight of market trends, current programs, processes, policies and practices to support management and recommend ways to improve business processes, service solutions and best practices.
Promote and advise on Regional coordination, and liaison with external agencies and NGOs with regards to emergency response. Act as liaison for the City of Brampton. Develop and coordinate plans for cooperation and mutual assistance among other municipalities and their agencies.
Support any other emergency management related program instituted by the section.
Maintain knowledge of collective agreements, City policies and practices, legislation, regulations and Standard Operating Procedures (SOPs).

SELECTION CRITERIA:Education:
Post-secondary degree or diploma in Emergency Management or equivalent in related field
Experience:
Minimum 3 years experience in (related field) in an emergency management position
3-5 years supervisory experience is an asset; Ability to guide and motivate staff
Other Skills and Assets:
Practical Knowledge of Municipal, Regional, Provincial and Federal Governments and applicable Legislations is an asset
Strong Presentation skills; Facilitate and convey concepts in a clear and concise manner
Strong Customer Service and People Management skills; Interface with internal and external customers to meet corporate service standards
Strong Organizational skills; Detail oriented, well organized and able to prioritize multiple complex tasks and activities meeting conflicting priorities and timelines
Strong Analytical skills for complex problem solving
Computer proficiency in Microsoft office/software
CEM and/or ABCP/CBCP certifications are an asset
Some lifting and physical work may be required
Mandatory Requirements:
Valid Ontario Driver’s license and access to a vehicle, eligible to obtain City of Brampton vehicle operator permit
Willing to work evenings, nights, weekend, and holidays during emergency response operations and special events
