This is primarily a Stage 2 role that begins in an advisory capacity during Stage 1. In Stage 1, you will contribute approximately 25 days of procurement strategy input -- reviewing requirements outputs for defensibility and preparing the procurement design framework so we can move quickly if Stage 2 is approved.
If Stage 2 is approved in November 2026, this role activates fully. You will design and manage the competitive Systems Integrator RFP process, build and run the evaluation framework, maintain fairness protocols, and support contract negotiation. This is where the heavy lifting happens.

What You Will Do
- Stage 1 -- Advise on procurement strategy to ensure technical requirements coming out of Stage 1 are structured for effective vendor evaluation
- Stage 1 -- Review draft requirements from a procurement defensibility and fairness perspective
- Stage 1 -- Prepare the procurement design framework ready to activate immediately if Stage 2 is approved
- Stage 2 -- Design the Systems Integrator RFP including evaluation criteria, scoring methodology, and weighting
- Stage 2 -- Establish and maintain fairness protocols and audit trails throughout the procurement process
- Stage 2 -- Facilitate evaluation panel sessions and manage scoring consolidation and moderation
- Stage 2 -- Lead contract negotiation support including commercial terms, SLAs, payment milestones, and change control
What You Bring
Required
- Direct experience designing and managing ERP or large-scale IT procurement processes in the public sector
- Familiarity with Alberta Purchasing Connection or equivalent provincial procurement frameworks
- Experience with competitive fairness audits and documentation requirements
- Experience with multi-vendor negotiations and contract structuring
- No conflict of interest with major ERP vendors
Nice to Have
- Prior involvement in Systems Integrator selection processes on ERP programs
- Experience advising on public sector procurement risk and dispute mitigation
- Alberta government or municipal procurement experience
