About BCFNJC:
Empowered by the First Nations Leadership Council and in partnership with the provincial and federal governments, the BC First Nations Justice Council (BCFNJC) is responsible to 204 First Nations in BC. Our mandate is to reduce the overrepresentation of First Nations, Métis and Inuit people in the criminal justice system and the child protection system, and to support Nations as they move to sovereignty over justice.

Indigenous Justice Centres:
The Indigenous Justice Centers (IJCs) are spaces where those facing involvement in the colonial justice systems can come for legal support. BCFNJC recognizes that Indigenous people are significantly overrepresented in both the correctional and child welfare systems and often face intersecting systemic and social barriers to navigating the colonial systems.
The IJCs house Legal and Wrap Around Services teams that bring together a range of community, cultural and professional expertise that are available to people navigating criminal and child protection cases. The interdisciplinary team works together with a client-centered approach to access the legal and social supports that effect their housing, employment, physical and mental health and wellness, necessary to address the challenges facing them in the child protection and criminal justice systems.
BCFNJC integrates staff wellness into daily operations, recognizing that IJC teams may carry the weight of IJC clients’ experiences of injustice and trauma. All staff are part of a proactive approach to wellness that includes access to cultural supports, attention to physical and mental health and reasonable workloads. Staff are expected to take vacation and personal leaves and work collaboratively to cover absences, ensuring that the team remains healthy and able to provide high quality services.
Position Summary:
Reporting to the IT Director, the Business Systems Analyst is responsible for and will oversee the BC First Nations Justice Council’s (BCFNJC) cloud-based software platforms and will participate in the end to end systems development lifecycle. This will include extensive collaboration with key stakeholders to define business requirements and evaluate business processes. The successful candidate will be able to take those requirements and actively build / develop, test / refine and support them. It will be the business systems analyst role to implement those solutions within the limits of budget, time, regulatory objectives, and specifications.
This is a blended Business Analyst and Software Developer position. As such you will have a strong understanding of business process evaluation and improvement, you will have an expert understanding of the SDLC and Agile development methodologies, data modelling in Microsoft Dataverse/Fabric. You will have hands-on development experience and the proven ability to translate business requirements into reliable, secure, functional, and cost-effective software solutions. Our ideal candidate will have led and been an active member of a team of developers or contractors on cloud-based software development projects utilizing Microsoft Dynamics/Power Platform, and data warehousing with Microsoft Fabric. Exceptional problem solving and communication skills are required to ensure that issues are escalated, resolved, and communicated in a timely and effective manner.

You will exhibit patience and have a fundamental understanding of the experiences of Indigenous people and their history in British Columbia, and how those experiences shape our workplace.
Job Duties and Responsibilities:
- Collaborate with other professionals to determine functional and non-functional requirements for software and applications.
- Develop high-level product specifications with attention to security, system integration and feasibility.
- Use tools and methodologies to create prototypes/representations for functions and user interfaces and demonstrate those functions and prototypes to key stakeholders.
- You will be an excellent communicator and will successfully communicate all concepts and guidelines to the development team.
- Oversee and participate in multiple projects to establish business requirements from stakeholders and translate those requirements into solution recommendations.
- Provide technical guidance, and coaching to stakeholders within the projects scope.
- Ensure solutions meet all requirements of quality, security, modifiability, extensibility etc.
- Present regular progress reports to management and set goals.
- Implement and adhere to appropriate change management policies, testing and user acceptance practices.
- Various other duties as required.
- Occasional travel will be required.
Qualifications and Work Experience:
Required
Indigenous Perspective/Foundations
Knowledge of Indigenous cultures, an understanding of the local Indigenous cultural environment and experience in Indigenous community engagement
Western Ways
- Degree, diploma, certification or equivalent in the computer science field.
- 5+ years of proven experience as a technical architect or business analyst with project integration experience on cloud-based systems and with third party platforms
- Excellent knowledge of SQL and data modelling with specific experience in Microsoft Dataverse and Microsoft Fabric
- Demonstrated experience building an enterprise architecture using the TOGAF framework and working with cross functional teams through the ADM process.
- Expert knowledge and experience developing applications and solutions in the Microsoft Power platform and Microsoft Dynamics 365 and Microsoft Fabric. This includes development skills such as Javascript, PowerFX, Python, SQL, C#
- Proven experience participating in and leading a small diverse team and/or a team of independent third-party software development contractors.
- Understanding of software quality assurance principles
- A technical mindset with great attention to detail
- Experience with business analysis, specifically requirements gathering, documentation, managing stakeholder meetings and translation of requirements into functional prototypes.
- Ability to “train the trainer” effectively on software applications
- Outstanding communication, collaboration, mentorship, leadership skills and presentation abilities
- Cyber security knowledge, risk management, and excellent analytical and troubleshooting skills
