TOWN OF LASHBURN – PUBLIC WORKS MANAGER
The Town of Lashburn is seeking a full-time Public Works Manager. The Public Works Manager is a working hands-on position and is responsible for the planning, coordinating and overall supervision of the activities of the Town of Lashburn Public Works Department, including budgeting, strategic planning, safety compliance, asset management and maintenance.
The Public Works Manager works along- side the staff, organizes and coordinates the work of employees within the public works department to ensure streets, sidewalks, associated equipment, underground water and wastewater infrastructure, drainage, and other lands and facilities owned by the Town of Lashburn, are in good working condition and are maintained in a systematic manner.
The role requires an active contribution by the public works manager as leader of, and active contributor to, a team of public works & maintenance operators.
Candidates are expected to demonstrate initiative, teamwork, sound decision-making skills, problem-solving skills, and be results oriented while carrying out the work as head of the Public Works department.
The position is a management position reporting directly to the Chief Administrative Officer (“Town Manager”). Candidates will be expected to ensure timely payroll information to the Human Resource manager for their department, provide reports on operations and conduct themselves in a business like, professional manner. However, the position is also a hands-on operations role to plan, direct and contribute to public works projects and maintenance tasks and is suitable to an experienced construction machinery operator with leadership qualities and experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES (not limited to):
· Performs, directs, manages and monitors all the activities of the Public Works department
· Plans, prioritizes and ensures the implementation of public works and construction projects
· Contributes as an active team ember operating equipment, maintaining facilities, maintaining transportation infrastructure and water & waste water works.
o Confined space safety watch entering waste water lift stations and maintain other pumping installations
o Operates and ensures a well-trained staff in the operations of all the Town of Lashburn equipment, processes and tools
o Assists in developing policies, procedures and programs for roads, sidewalks, third party solid waste management, underground water and wastewater infrastructure, streetlights, drainage, facilities and parks.
o Works to plan the implementation of Town projects and department goals
o Acts as the co-chair of the Town of Lashburn Health & Safety Committee ensuring compliance and continued improvement under Occupations Health and Safety (OH&S) regulations of Saskatchewan.
o Prepares work plans and schedules outlining the manner in which the department will fulfill its goals and assumes responsibility and accountability for those objectives
o Participates as a member of the senior management team in planning for the provision of services to the residents of Lashburn
o Directs the activities of the staff including performance evaluation, monitoring daily activities
o Assists the CAO in preparing the departmental budget for Council approval and monitors the budget with the CAO
o Responds to inquiries and investigates complaints from the public
o Performs other duties as assigned by the CAO
§ The successful candidate will reside in Lashburn and be willing to be on call every third weekend and while on call respond to SCADA and other call out notifications.
Qualifications (minimum):
o Minimum Level 1 Water Treatment and Distribution Certification, preferred but not required
o Minimum Level 1 Wastewater Collection and Treatment Certification, preferred but not required
o 5+ years experience in a municipal public works/ construction/transportation field
o 5+ years in a management and/or team leadership role
o Clean driving abstract and valid Saskatchewan Driver’s license
o Extensive knowledge and demonstrated ability in operating and maintaining heavy equipment (including graders, loaders, backhoes, skid steers, heavy trailers etc.)
o Knowledge of modern technology and construction practices related to roads, sidewalks, water and wastewater infrastructure, and public facilities, etc.
o Development and management of emergency response and quality assurance policies and procedures
o Demonstrated ability to manage multiple priorities and perform successfully under pressure
o Demonstrated recordkeeping, reporting, and professional development program functions
o Energetic, enthusiastic, and highly professional with superior judgment
o Knowledge and understanding of Workers’ Compensation practices/protocols, Workers’ Compensation Act and OH&S Regulations
o Excellent oral communication skills. Ability to build trust with colleagues and community residents and a demonstrated commitment to public service.
The Town of Lashburn is a family friendly employer. The expected hours of the position are 8:00-5:00p.m. Monday to Friday with an hour lunch break and regular breaks as per Saskatchewan employment standards. An alternative schedule of working hours may be agreed upon with the CAO.
The Town of Lashburn offers a competitive salary based on qualifications, employee benefits package and pension plan. The salary range for this position is $75,000 to $85,000 annually. *Reference checks are a requirement of the selection process.
