About the Role:
Overview
The Senior Human Resources Manager is a strategic HR leader responsible for developing, implementing, and maintaining HR policies, programs, and compliance frameworks across all Canadian provinces and territories. This role ensures the organization meets or exceeds all federal and provincial employment standards, human rights legislation, occupational health and safety requirements, and other regulatory obligations. The position partners closely with senior leadership to drive consistency, mitigate risk, and support a compliant, people‑focused culture nationwide.
Key Responsibilities
Policy Development & Governance
- Lead the creation, review, and modernization of HR policies, procedures, and employee handbooks to ensure alignment with legislation across all Canadian jurisdictions.
- Maintain a national policy framework that balances consistency with province specific requirements.
- Monitor legislative changes and emerging HR trends; proactively update policies and communicate impacts to leadership and employees.
Compliance & Risk Management
- Ensure organizational compliance with all federal and provincial employment laws, including but not limited to:
- Employment Standards Acts (all provinces/territories)
- Human Rights Codes
- Occupational Health & Safety legislation
- Pay equity and accessibility requirements
- Privacy legislation (PIPEDA and provincial equivalents)
- Worksafe BC and WSIB compliance
- Conduct compliance audits and risk assessments; develop action plans to address gaps.
- Serve as the primary advisor to leadership on complex compliance matters, investigations, and regulatory issues.
Employee Relations & Investigations
- Oversee complex employee relations cases, ensuring fair, consistent, and legally compliant outcomes.
- Lead or support workplace investigations involving harassment, discrimination, misconduct, or policy violations.
- Provide guidance to managers on performance management, accommodations, and conflict resolution.
Training & Organizational Support
- Develop and deliver training on HR policies, compliance obligations, and best practices for our regional leaders across Canada
- Support change management initiatives related to policy updates, organizational restructuring, or new compliance requirements.
Leadership & Collaboration
- Ensure HR practices support organizational goals and legal obligations.
- Mentor HR team members, fostering a culture of continuous learning and compliance excellence.
- Represent the HR function in audits, legal consultations, and regulatory interactions.
Recruitment & Onboarding for Head Office Staff
- Coordinate the full-cycle recruitment process, including job postings, candidate screening, interviews, and offer letters as it relates to head office staff . Give guidance to the jr HR as it relates to retail employees
- Recruit using job boards, social media and sourcing tools for HO staff when required
- Conduct pre-screening and provide candidate details to hiring teams.
- Conduct new hire orientations and ensure a smooth onboarding experience.
- Implement and manage recruitment strategies to fill requirements while engaging in dialogue to understand the opening and ultimately drive new solutions.
- Implement a hiring and interview process to ensure the assessment and selection of candidates.
- Employ highly effective interpersonal, communication, and presentation skills
- Screen resume applications and pre-screen candidates to understand their career goals while marketing the career opportunity.
- Conduct reference checks and prepare offer documents.
- Help our permanent residency employees comply with all government requirements
Employee Relations
- Manage the processes across the full employee lifecycle , onboarding, benefits, performance management, promotions, and departures.
- Conduct and analyze exit interviews to identify engagement trends and recommend improvements.
- Develop, implement, and maintain HR policies and programs in areas such as recruitment, talent management, organizational performance, and culture.
- Support conflict resolution and help promote a respectful and inclusive work environment.
- HR Compliance & Recordkeeping
- Maintain accurate and confidential employee files.
- Assist with audits, reporting, and other compliance activities.
- Culture & Engagement
- Help plan and execute employee engagement activities and wellness initiatives.
- Promote a positive company culture aligned with organizational values.
· Participate in HR projects and initiatives
Qualifications:
- Post-secondary education in Human Resources, Business Administration
- 5 years of HR experience preferred
- 1-2 years of Recruiting experience preferred
- Knowledge of employment legislation and HR best practices
- Strong interpersonal and communication skills
- High level of discretion and professionalism
- Proficiency in Microsoft Office, Teams, Payworks
- CHRP designation

Pay: $70,000.00-$85,000.00 per year
