General Accountability

Provides expertise in planning, directing, coordinating and overseeing section specific design activities to ensure the technical accuracy/adequacy and timely completion of assignments associated with maintenance, alteration, and rehabilitation work carried out on the TTC's buildings, properties, subway tracks, vehicle and equipment acquisitions, tracks and structures, or one time work orders; oversees and reviews the work of engineers, designers, draftspersons and external consultants in the preparation of design drawings/specifications; oversees shop drawing reviews and field reviews of work in progress and provides engineering design expertise associated with various alteration and rehabilitation work.

Key Job Functions

Plan and co-ordinate all phases of activities relating to Safety, Reliability, Warranty, Quality Control, Inspection, and Certification for section specific engineering services.
Maintain an effective working relationship with various and diverse contacts both internal and external to the TTC to identify project requirements, schedules, impacts and other interrelated matters.
Participate in the development of annual goals and objectives, and in the preparation of operating and capital budgets.
Diagnose complex engineering problems and provide engineering solutions.
Plan and direct employees' activities and conduct performance reviews; coach and administer discipline and ensure TTC policies and standards are adhered to by all employees in the section; interview and select staff, and ensure their adequate training.
Create, review, revise and/or approve various designs, specifications, practices, work/test methods, procedures, field reports and schedules, estimates, material lists and standards for planned/emergency work; plan and conduct safety, process, and product audits.
Oversee, develop and administer the technical, safety and quality aspects of maintenance, alteration, and rehabilitation work carried out on TTC subway and SRT track and structures.

Education and Experience

Completion of a post secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.

Additional Requirements

Must be registered with the PEO, either as a P.Eng, or as an Engineer in Training
Knowledge of civil and mechanical engineering disciplines is required. Strong interest in other engineering disciplines, and motivation to collaborate in multidisciplinary engineering environment
Requires excellent and proven knowledge of track engineering principles, standards, methods, and practices, combined with a comprehensive knowledge of track systems and rail operations requirements, material and components as related to subway operations, and the design and maintenance of subway track
Understanding of project planning/management concepts and practices
Knowledgeable in application and use of AREMA, APTA, FRA, ASTM, CSA and Occupational Health & Safety Act, environmental legislation, etc. Knowledge of applicable provincial and national codes and regulations, and relevant legislations
Proficient in the use of PC based operating and integrated office programs scheduling, word processing (MSWord), spreadsheet (Excel) programs
Able to use CAD to do drawing reviews. Must be highly familiar with dimensioning and drafting practices in civil and mechanical drawings
The incumbent must possess demonstrated management, organizational, interpersonal, and oral and written communication skills
Highly developed analytical, problem solving and technical design skills are necessary
Ability to direct, supervise, motivate and evaluate line reporting professional staff and project specific staff reporting through a matrix organization. Demonstrated ability to manage and work with multi-disciplined teams, deal with complex issues and maintain effective working relationships
Excellent presentation and report writing skills
Good understanding of business administration, fiscal and human resources principles and policies, as well as familiarity with legislation/regulations regarding safety etc.
