General Accountabilities
Reporting to the Manager, Business Analysis, the Senior IT Business Analyst will:
Lead business staff in the development of detailed business requirements for any work that may need IT development to advance business goals. Requires a detailed understanding of business processes and the applications that support them. In addition to leading the development of business requirements, provide input to business case development, technical specifications for IT builds and committees that influence detailed requirements. Maintain documents using established templates, version control and IT procedures as defined by the IT EPMO. Augment internal requirement and process development with the support of third party resources to help stakeholders appreciate all technical possibilities.
Coordinate, oversee and/or execute the Quality Assurance (QA) and Testing of technical builds implemented as a result of Project work, change requests and bug fixes. Augment or develop new testing scripts and scenarios for the IT builds to advance QA and testing of any application development or changes. Maintain up to date testing and QA documentation on central drive for reuse where possible. Administer manual or automated testing processes and Applications. Use strong influencing and persuasive leadership skills to manage stakeholders during the testing and QA phases of every project.
Ensure IT projects that require a significant amount of business process or technical changes as referenced in the Business Requirement documentation incorporate an appropriate amount of Change Management support. Through participation with ESA Change Management Team, provide the required change management advice and/or guidance or ensure it is provided by other ESA employees or a third party. Maintain and update business requirement and process documentation as a result of project scope changes or through the efforts of the change management tasks.
In coordination with the ESA IT Project Management Office (EPMO), liaise with IT Project Manager to ensure projects are developing Applications and Application enhancements in accordance with the Business Requirements and established processes as designed at the outset of each project. Provide subject matter expertise relative to requirements and process changes. Where a formal Project Manager is not assigned, act as a Project Manager to lead and oversee the execution of project build and roll out in accordance with business requirements, leveraging IT Project Management templates and processes. Project management support could include coordination of multiple internal and external project resources as well as liaison with vendors and other stakeholders when necessary. Provide regular, written project status, timelines and budget updates to supervisor, IT Governance team and IT resource Manager when acting as the Project Manager. Resolve project issues and escalate to Supervisor when necessary.
Identify training requirements for internal stakeholders during the requirement development or project phases of the SDLC (Software Development Life Cycle). Participate in the development of training documentation as required to leverage the comprehensive requirements, system and process knowledge. Use existing organizational training templates, documentation and methodologies where possible. Execute training of staff (or train the trainer) when taking on a formal training role during a project. Also provide ad hoc training for IT and business users for smaller changes, that may result from a change request. Utilize various training techniques and adjust based on need.
Selection Criteria
Requires knowledge of information technology, computer hardware and applications software to test and implement new and changed computer applications and to make recommendations for information technology solutions to business problems. Requires an excellent knowledge of English to document procedures and processes and good communications skills to discuss business problems and recommend information technology solutions. This knowledge is considered to be normally acquired either through the successful completion of a four-year university degree in information technology or by having the equivalent level of education.
Requires experience implementing and modifying a range of business applications software to develop and document business processes. Requires business experience sufficient to discuss business problems and recommend information technology solutions. Requires experience in augmenting or developing new test scripts and scenarios in the area of IT advance QA and testing of application development or changes. Requires experience in administering manual or automated testing processes and applications. Requires experience in maintaining a change request or intake process. Requires experience to identify training requirements and to plan and coordinate training activities.
A period of over 6 years and up to and including 8years is considered necessary to gain this experience.
